Commission Implementing Regulation (EU) 2026/1787 laying down rules for the application of Regulation (EU) 2019/1242 regarding the detailed procedure for collecting real-world data on CO2 emissions from heavy-duty vehicles
The European Commission adopted Implementing Regulation (EU) 2026/1787, establishing detailed procedures for collecting real-world CO2 emissions data from heavy-duty vehicles. From 1 July 2028, Member States and roadworthiness testing bodies must collect real-world data, vehicle identification numbers (VINs), odometer readings, and test dates from new heavy-duty vehicles registered from 1 July 2027 during roadworthiness tests. Member States are required to report this data annually by 30 November, starting in 2029, to the Commission via the European Environment Agency (EEA). The regulation also specifies data retention periods, allowing the EEA to retain data for 20 years, and outlines personal data protection obligations for all involved entities regarding VINs.
