CP14/26 – Review of the Senior Managers and Certification Regime (SM&CR) – Phase 2

This consultation paper proposes significant reforms to the Senior Managers and Certification Regime (SM&CR) for all PRA-authorised firms, building on anticipated legislative flexibility from the Financial Services and Markets Bill 2026. The Prudential Regulation Authority (PRA) proposes to remove the pre-approval requirement for almost half of Senior Manager Functions (SMFs), including Chief Actuaries and Chairs of Risk and Audit Committees, requiring firms to notify appointments instead. It also proposes to remove Certification Regime requirements, including annual fitness and propriety assessments for approximately 7,700 individuals, and to split the Group Entity Senior Manager Function (SMF7) into pre-approved and notified roles. These changes, if implemented, are expected in H2 2027 and aim to reduce regulatory burden and SMF pre-approvals by 40%.
