CP25/25: Application of FCA Handbook for Regulated Cryptoasset Activities

The Financial Conduct Authority proposes applying cross-cutting Handbook rules and guidance to firms conducting new regulated cryptoasset activities, including issuing qualifying stablecoins, safeguarding cryptoassets, operating trading platforms, and staking. The proposals require firms to satisfy Threshold Conditions, comply with Senior Management Arrangements, Systems and Controls (SYSC) standards, and meet operational resilience requirements to reduce risks of harm from poor conduct and financial crime. The document also seeks feedback on extending the Consumer Duty, Conduct of Business Sourcebook, and Product Intervention and Product Governance Sourcebook to these activities, with comments due by 12 November 2025.
