The Financial Conduct Authority proposes rules for the Admissions and Disclosures (A&D) regime and the Market Abuse Regime for Cryptoassets (MARC) under the Financial Services and Markets Act 2000 (Cryptoassets) Regulations 2025. The A&D regime requires qualifying cryptoasset trading platforms (CATPs) to admit assets only after ensuring the availability of Qualifying Cryptoasset Disclosure Documents (QCDDs) and to reject assets likely to harm retail investors, while issuers of UK-issued qualifying stablecoins must publish specific QCDDs. The MARC regime imposes obligations on firms to prevent, detect, and disrupt market abuse, including insider dealing and manipulation, with certain obligations scaled by firm size. Responses to this consultation are requested by 12 February 2026.
