CP25/34: ESG ratings: proposed approach to regulation

The Financial Conduct Authority proposes a regulatory regime for ESG rating providers that applies existing baseline standards from the Handbook alongside tailored rules on transparency, governance, systems and controls, conflicts of interest, and stakeholder engagement. The proposal excludes the application of the Consumer Duty to rating providers but requires compliance with Principle 7 and specific transparency disclosures for all stakeholders. Firms must be authorized to carry out ESG ratings activity after 29 June 2028, following an authorizations gateway opening in June 2027 and a consultation period closing on 31 March 2026.
