The Financial Conduct Authority proposes new guidance in the Perimeter Guidance Manual to clarify the scope of regulated cryptoasset activities and the permissions required under the Financial Services and Markets Act 2000 (Cryptoassets) Regulations 2026. The document defines qualifying cryptoassets and stablecoins, outlines new regulated activities such as issuing stablecoins and operating trading platforms, and establishes that contravention of the general prohibition is a criminal offence carrying up to two years imprisonment or an unlimited fine. Firms must apply for authorisation or vary existing permissions between 30 September 2026 and 28 February 2027 to operate legally from 25 October 2027.
