CSSF Circular 25/889: Application of ESMA Guidelines on System and Security Standards for Crypto-Asset Offerors
The CSSF applies ESMA Guidelines on Union standards for the maintenance of systems and security access protocols to offerors and persons seeking admission to trading of crypto-assets other than asset-referenced tokens and e-money tokens. These entities must ensure adequate internal governance, physical and logical security access protocols, and cryptographic key management commensurate with their size and risk profile. The circular becomes effective on 27 April 2025.
