Rule · BCRA · 4 Nov 2026 · A 8506
Financial institutions and foreign exchange operators must submit letters on letterhead to open current and other demand accounts, via IDEAR or, for operators without access, from their registered email to ctas.ctes@bcra.gob.ar, signed with the digital signature under Law 25.506. They must reconcile daily statements immediately, with a non-extendable 30-day period to observe balances, and file claims with supporting documentation within that period. Erroneously stating account numbers makes them liable for damages from incorrect allocation of funds.

Once notified of the assigned account number, and for the purpose of registering before the Central Bank of the Argentine Republic (BCRA) the persons authorized to operate its current account at said Institution –as well as the remaining ones whose opening it later requests, in accordance with point 2.1.1.2.–, the financial institution must submit a letter on letterhead addressed to the Management of Current Accounts, signed by its highest authority, in accordance with the provisions of point 1.5.1. of the consolidated text on Authorized Signatures before the BCRA.

CURRENT ACCOUNTS AND OTHER DEMAND ACCOUNTS OF FINANCIAL AND FOREIGN EXCHANGE INSTITUTIONS AT THE CENTRAL BANK OF THE ARGENTINE REPUBLIC
Section 2. Opening
Only exceptionally, in the event of unavailability of computer or communication systems, submissions of applications on paper, with handwritten signature, may be admitted.
On each occasion that financial and/or foreign exchange institutions sign any type of documentation referring to their current accounts and/or their other demand accounts at the BCRA, they must state the number, denomination and –in the event that the operation is processed through electronic systems– the respective identification code.
The erroneous statement of the number of their current account and/or their other demand accounts will make the financial and/or foreign exchange institution in question liable for any damages arising from the incorrect allocation of funds.
The BCRA will permanently update and disclose the number of current accounts and other demand accounts opened by financial and foreign exchange institutions.
At the start of each day's operations, the institutions will receive from the BCRA the statements of their accounts corresponding to the operations recorded on the previous day. They will immediately proceed to reconcile them with their accounting.
For the recognition of the balance, the rules of the bank current account contract regulated in the Civil and Commercial Code of the Nation apply, extending the period to observe it –provided for in subsection b) of article 1403 of said Code– to 30 consecutive days, non-extendable. The preceding term shall be counted from the fifteenth day following the accounting registration in the current account or in another demand account.
Observations regarding any current account statement or other demand accounts shall be submitted by means of a letterhead note addressed to the Current Accounts Management of the BCRA, which must be presented within the periods indicated in the preceding point and must invariably be accompanied by a copy of the supporting documentation for the claim (vouchers, notes, etc.).
The submission must comply with the following:
4.3.1. When filed by a financial institution, or by a foreign exchange operator with access to IDEAR: it shall be submitted through IDEAR and must be made by letterhead note in PDF format, signed with the digital signature established in Law 25.506.
4.3.2. When filed by a foreign exchange operator without access to IDEAR: it shall be submitted from its email address reported to the Registry of Foreign Exchange Operators to the email address of the Current Accounts Management: ctas.ctes@bcra.gob.ar, and must be made by letterhead note in PDF format, signed with the digital signature established in Law 25.506.
4.3.3. When filed by an agency that uses the Electronic Document Management (GDE) system and whose signatories are enabled in the signature registry: they may be submitted through said system using the signature generated therein.
Only exceptionally, in the event of unavailability of computer or communication systems, submissions of requests on paper, with handwritten signature, may be accepted.
