Banking (Appeals Tribunal) Regulations 2025
The Minister responsible for finance issued the Banking (Appeals Tribunal) Regulations 2025 to establish a dedicated tribunal for reviewing Central Bank decisions affecting banks and deposit-taking institutions. The Regulations prescribe membership eligibility, procedural rules for oral and electronic hearings, and require applicants to submit review notices within thirty days alongside fixed fees of P50 000 for banks and P30 000 for deposit-taking institutions. Final determinations are made by a three-member panel including the Chairperson, published with written reasons, and enforced through cost awards and penalties for non-compliance or undisclosed conflicts of interest.
