Decision Amending the Decision on the Detailed Method, Requirements, and Procedure for the Consumer Creditworthiness Assessment

The Council of the Central Bank of Montenegro amends Article 3 of the Decision on the detailed method, requirements, and procedure for the consumer creditworthiness assessment. The amendment adds language to paragraph (2) requiring consideration of disposable income remaining after meeting the minimum cost of living and other regular obligations, and deletes the phrase 'in accordance with the restrictions set out in the Law' from paragraph (5). A new paragraph (6) is introduced, stating that obligations from a consumer loan agreement exceeding half of the consumer’s regular monthly income constitute an increased risk to repayment sustainability, unless the creditor determines otherwise based on other relevant facts and documented regular income. This Decision enters into force on the day of its publication in the Official Gazette of Montenegro.
