NATIONAL BANK OF THE REPUBLIC OF NORTH MACEDONIA Pursuant to Article 47 paragraph 1 item 6 and in accordance with Article 35 of the Law on the National Bank of the Republic of North Macedonia (Official Gazette of the Republic of Macedonia No. 158/10, 123/12, 43, 14, 153/15, 6/16 and 83/18 (Official Gazette of the Republic of North Macedonia No. 110/21, 74/24 and 16/25) and Article 42 paragraph 2 of the Law on Foreign Exchange Operations (Official Gazette of the Republic of Macedonia No. 34/01, 49/01, 103/01, 51/03, 81/08, 24/11, 135/11, 188/13, 97/15 and 23/16 and Official Gazette of the Republic of North Macedonia No. 110/21 and 37/25), the National Bank of the Republic of North Macedonia Council has adopted the following DECISION on the manner, the format and the deadlines for submitting reports on the concluded credit operations with non-residents (Official Gazette of the Republic of North Macedonia No. 84/25)
I. GENERAL PROVISIONS

− commodity credit (trade credit ‒ advance), if the loan agreement provides for a collection/payment of an advance for future export/import of goods or services that will be executed within a period longer than one year; − financial leasing, if with the leasing agreement, the lessor gives the subject of the lease to the lessee for use, without transfer of ownership, for a specific period and under certain terms; − commodity credit, if the creditor (financial institution or export crediting institution) has determined its purpose in advance with the loan agreement, i.e. approved it for payment of goods or services in international trade; − financial credit (loan), if according to the agreement, the creditor directly lends financial assets to the debtor (including bank short-term credit lines), with the exception of credit cards issued by residents to non-residents and non-residents' overdrafts; − issuance of debt securities on the foreign financial markets. The subject of individual reporting, in accordance with this Decision, shall also be long-term loans with five or more years of maturity, intended for establishing lasting economic relations and/or if granted among entities associated in mutual economic entities.
5. The reporting entity shall report aggregately on the following:
− surety and guarantee;
− pledge of real estate (mortgages), movables and other forms of insurance; − contractual buy-outs of claims and assuming liabilities, as follows: purchase of the claim arising from legal relations between residents if the purchaser is a nonresident; purchase of the claim arising from legal relations between non-residents if the purchaser is a resident; assuming liabilities arising from legal relations between residents if the debt-assuming party is a non-resident; assuming liabilities arising from legal relations between non-residents if the debt-assuming party is a resident. If the credit operations referred to in indent 1 and 2 of this item are an integral
part of a credit operation that is reported individually, they shall not be reported
aggregately.
Reporting entities on credit operations referred to in indent 3 of this item shall be the residents who, through the operations of contractual buy-outs of claims and assumption of liabilities, have acquired a liability to non-residents and/or a claim on nonresidents.
III. REPORTING FORMAT
6. When reporting individually and aggregately, the reporting entity shall submit:
− completed forms according to the instructions adopted based on this Decision; and − other documents at the request of the National Bank. When reporting individually, the public sector entities shall also submit a written loan agreement concluded with a non-resident to the National Bank.

Public sector entities shall denote entities which, according to the National Classification of Institutional Sectors of the State Statistical Office, belong to the following sectors: Government, public non-financial corporations and public financial companies.
IV. REPORTING DEADLINE
7. The reporting entity shall submit data to the National Bank on credit operations
referred to item 4 of this Decision within ten working days from the day of concluding the credit operation agreement. The reporting entity shall inform the National Bank of all transactions and changes on the basis of the credit operation, within five working days from the day the activity occurred.
8. The reporting entity shall inform the National Bank of the operations referred to
in item 5 of this Decision no later than the fifteenth day of the month for the previous reporting period. The reporting period for each report shall be regulated with the instructions referred to in item 9 of this Decision.
9. The Governor of the National Bank shall adopt instructions prescribing the
content of the forms, and the manner of completing and submitting the reports on the concluded credit operations.
IV. TRANSITIONAL AND CLOSING PROVISIONS
10. With the entry into force of this Decision, the Decision on the manner and the
terms of recording and reporting on the concluded credit operations (Official Gazette of the Republic of Macedonia No. 173/15 and 105/18) shall become void.
11. This Decision shall enter into force on the eighth day from the day of its
