The Decision sets the method for calculating the minimum insurance policy or liability‑coverage guarantee that payment initiation service providers and account information service providers must maintain, requiring the amount to be the sum of a risk‑profile component and a volume‑of‑activities component. Payment institutions must determine this minimum annually on the basis of data from the previous calendar year, complete the calculation no later than 30 June, and notify the National Bank within 30 days; for a licence the required amount is fixed at 9 million Denars. The risk‑profile component is calculated from the total indemnification claims in the past 12 months (minimum 3 million Denars for institutions operating less than a year) plus a weighted indicator of the number of initiated payments or account‑information services using a tiered percentage formula, while the volume component uses tiered percentages of either total transaction value (for payment initiation services) or number of service users (for account information services), each with a minimum of 3 million Denars for newer institutions. Guarantees may be issued only by banks or insurance corporations domiciled in North Macedonia or foreign entities with a long‑term credit rating of at least AA‑ (S&P/Fitch) or Aa3 (Moody’s), and the Decision becomes effective eight days after publication and applies from 1 January 2023.
