The decision establishes that the debtor's request for a loan contract copy did not constitute a formal consumer complaint under Law No. 192/1998, meaning the 15-day statutory response period and associated tacit refusal provisions did not apply to the creditor, AEÎ "Economprosper". Consequently, the CNPF upholds the substantive conclusions of its original letter concerning the clarification of circumstances and the creditor's response, despite correcting the legal basis for the timeline assessment.
