The decision amends the existing regulation on foreign‑currency loan operations by limiting the parties that may conclude such loans with residents to banks or foreign‑bank branch offices that satisfy the requirements for international operations under the Banking Law and by substituting the term “authorized bank” with “bank” throughout the text. It also revises procedural wording – requiring proof of international‑payment liability via an accepted payment order, renaming “blocked transaction accounts” to “blocked payment accounts” and “single registry of transaction accounts” to “single register of accounts”, prohibiting the transfer of loan funds intended for international payments to the borrower’s payment or other foreign‑currency deposit accounts, and mandating that international payments be executed within the time‑frames set by National Bank regulations using “credit transfer” terminology. Additionally, the amendment specifies that for domestic payments the loan’s denar equivalent must be transferred to the borrower’s denar account at a rate agreed in the loan contract, and the decision takes effect on the date of its publication in the Official Gazette.
