Decision on the Type, Manner of Submission and Content of Reports on One‑Time Cross‑Border Payment Transactions Based on Cash Remittances

Pursuant to Article 47 paragraph 1 item 6 of the Law on the National Bank of the Republic of North Macedonia (Official Gazette of the Republic of Macedonia No. 158/10, 123/12, 43/14, 153/15, 6/16 and 83/18 and Official Gazette of the Republic of North Macedonia No. 110/21) and Article 171 paragraph 3 of the Law on Payment Services and Payment Systems (Official Gazette of the Republic of North Macedonia No. 90/22), the National Bank of the Republic of North Macedonia Council has adopted the following DECISION on the type, the manner of submission and the content of the reports on one￾time cross-border payment transactions based on cash remittances
I. GENERAL PROVISIONS

1. This Decision lays down the type, the manner of submission and the content of the
   reports on the performed one-time cross-border payment transactions based on money remittances that payment institutions, i.e. electronic money institutions submit to the National Bank of the Republic of North Macedonia (hereinafter: the National Bank).
2. For the purposes of this Decision, institution shall denote payment institution and
   electronic money institution.
   II. TYPES OF REPORTS AND MANNER OF SUBMISSION
3. The institution carrying out one-time cross-border payment transactions based on
   money remittances shall be obliged to prepare and submit monthly reports to the National Bank on the individual payment transactions, including data on money remittances performed through the agents with whom it has concluded a contract. The submission date of the reports referred to in paragraph 1 of this item shall be five working days from the expiration of the month for which the report is submitted.
4. The reports referred to in paragraph 1 of item 3 of this Decision shall be submitted
   to the National Bank electronically, in accordance with the bylaw which regulates the manner of connection to the information system of the National Bank. The institution shall be responsible for the accuracy of the data and information that are submitted to the National Bank and shall be obliged to establish clear rules and procedures for ensuring the accuracy of the data and information that are submitted, including for the timely deletion or the correction of the data that are incorrect or incomplete. If the client - natural person encloses a written request for deletion or for correction of incorrect or incomplete data to the institution, with relevant evidence, the institution shall be obliged to delete or correct the incorrect or incomplete data within the period set by a law and to submit a new report to the National Bank.

III. CONTENTS OF THE REPORTS
5. The institution shall submit the monthly reports referred to in item 3 of this Decision
of Form 1 - IEPPT- Report on one-time cross-border payment transactions based on money remittances, provided in Annex 1 of this Decision together with the positions / fields that are filled in.
6. The institution shall be obliged to submit the first report for 2023 to the National
Bank as of 31 January 2023.
IV. CLOSING PROVISIONS
7. This Decision shall enter into force on the date of publication in the Official Gazette
of the Republic of North Macedonia.

The report shall be produced for the reporting month in the original currency, thus entering the following data:

• Identification number of the institution;
• Name of institution and contact tel. no.;
• Identification number and name of the agent (not filled in if the institution
  reports on its own transactions).
  Regarding the individual transactions, the following data shall be entered:
• Country code (from the country codelist according to the act which regulates
  the performance of the international payment operations adopted by the Governor of the National Bank);
• Transaction date / service provision (payment, i.e. disbursement);
• Name and surname of the client (sender / recipient);
• Single identification number or passport number (single identification number
  of the citizen if it is a domestic natural person - resident, i.e. number of the identification document if it is a foreign natural person - non-resident);
• Resident / non-resident code;
• Currency code (from the currency codelist according to the act which regulates
  the performance of the international payment operations adopted by the Governor of the National Bank);
• Amount of incoming payment (in currency), and
• Amount of outgoing payment (in currency).
