Decision on the type of reports on the operations of payment systems and the manner and deadlines for their submission

The Decision obliges payment system operators to submit regular quarterly reports containing transaction numbers and values, crashes and disturbances, net financial liabilities, and liquidity‑risk funds, to be filed by the fifteenth working day of the month following each quarter, with an expedited report on liquidity‑risk fund changes due by 9 a.m. the next working day after the change. It also requires an annual audit‑activity report and an annual risk‑management report, each to be submitted to the National Bank by the last working day in March for the preceding year and the current‑year plan. Extraordinary reporting duties include notifying the National Bank of participant status changes within five working days, reporting crashes or disturbances within three working days (with an initial notification within two hours), and submitting a plan for any planned operational changes at least one month before they commence. All reports must be submitted electronically in the form prescribed by the Governor within one month of the Decision’s entry into force, the Decision becomes effective eight days after publication and applies from 1 January 2023, with operators also required to retroactively submit Q4 2022 and 2022 annual data.
