The regulation defines eligibility criteria for each portfolio, including specific thresholds for revenue, assets, and employee counts for SMEs, and establishes a 'Regulatory Retail Portfolio' with strict granularity limits (maximum 0.2% exposure per borrower) and a facility limit of $750,000. It further defines a borrower as 'in default' if they fail to meet obligations, are over 90 days past due, or exceed their overdraft limit for more than 90 days, and declares the decision effective immediately upon issuance.
