Distribution of Services by Intermediaries/Aggregators

Authorized Dealers in Foreign Exchange may execute remittances for Pakistani companies acting as intermediaries for foreign digital services, subject to a USD 5 million annual limit per entity. Companies engaged in inward remittance services are prohibited from acting as intermediaries. Remittances must be in Pak Rupees, and agreements cannot include late payment charges, interest, digital assets, gambling, or financial services. Authorized Dealers must verify documentation, including auditor certificates and dedicated Pak Rupee accounts, and submit monthly consolidated reports via the Regulatory Approval System (RAS) within five working days of month-end. Suspicious transactions require immediate referral to the Foreign Exchange Operations Department.
