The Dutch Central Bank (DNB) defines specific actions by account servicing payment service providers that constitute obstacles to third-party payment initiation and account information services within the dedicated interface domain. These prohibited practices include forcing multiple strong customer authentications, controlling consent scope, requiring unnecessary confirmation screens, and using discouraging language or irrelevant information. An exception to the single-authentication rule is permitted for payment initiation services only when objectively justified by security or fraud prevention reasons, such as high-value payments. This guidance clarifies the operational requirements for banks to ensure an obstacle-free customer journey under RTS 2018/389.
