Draft Secured Transactions Law

Draft Secured Transactions Law (2017) requires security agreements to be in writing, signed by the grantor and secured creditor, and contain details of the parties, a description of the secured obligations and encumbered assets, and the maximum enforceable amount. Security rights over movable assets are enforceable against third parties upon filing a notice in the Register or, for tangible assets, by the secured creditor's possession. Rights over future assets attach only when the grantor acquires rights in them, and proceeds remain enforceable for ten business days if not money, receivables, or negotiable instruments.
