The Registrar of insurers and brokers enforces Regulation 6 of the Levy Gazette, requiring all registered short-term insurers, long-term insurers, insurance brokers, and reinsurance brokers to pay a dispensation levy of 1% of the gross written premium taken out of Namibia. This obligation applies to premiums brokered by these entities and is calculated using the foreign exchange rate applicable on the date dispensation approval is granted. The levy is payable within 30 days after the payment of the premium to foreign insurers or re-insurers. This requirement takes immediate effect, replacing the previous practice of calculating the levy based on net written premium.
