Amending Decision No. 13790 dated January 9, 2026
The Central Bank of Lebanon,
Based on the Monetary and Loan Law, particularly Articles 70 and 174, In implementation of Decision No. 13790 dated January 9, 2026, regarding the Basic Decision on Electronic Payment Services Providers, And based on the decision taken by the Council of the Central Bank of Lebanon in its session held on September 21, 2026:
Article 1
The text of Paragraph (h) of Item (6) of Article 7 of the Basic Decision is repealed, and replaced by the following text dated January 9, 2026:
"- The value of prepaid cards issued in Lebanese Lira or US Dollars must not exceed 1,000 units per month. The holder of this limit must ensure that the financial institution/bank implements appropriate information technology and programming controls (System Controls) for (Non-revolving) cards, without allowing them to exceed the aforementioned limit."
Article 2
Paragraph (w) is added to Item (6) of Article 7 of the Basic Decision dated January 9, 2026, with the following text:
"- The card balance must be clearly separated from the electronic wallet balance."
Article 3
This decision enters into force as of October 1, 2026.
Article 4
This decision is published in the Official Gazette.
