No. 53/4 of 19 November 2024 regarding the approval of the authorization application of Limited Liability Company "BALKANIKA FINANCE" as a provider of participatory financing services

On the basis of Art. 8 lit. c) and lit. m), Art. 20 para. (1) and Art. 22 para. (3) of Law No. 192/1998 on the National Financial Market Commission, Art. 2, Art. 7, Art. 39, Art. 40 para. (1) and Art. 42 of Law No. 181/2023 on participatory financing services, point 11, point 12 and Chapter III of the Regulation on the authorization of providers of participatory financing services (CNPF Decision No. 91/2024), point 16, point 19 and point 21 of the Regulation on the organization and functioning of the National Financial Market Commission (CNPF Decision No. 57/11/2022),

The National Financial Market Commission DECIDES:

1. Limited Liability Company "BALKANIKA FINANCE" (commercial name: Balkanika, IDNO 1023600051022, legal address: MD-2068, Republic of Moldova, Chisinau city, Kiev str. 9/1, official website: https://balkanika.finance/) is authorized as a provider of participatory financing services for the provision of:
   1) participatory financing services based on loans, including the administration of loan portfolios;
   2) participatory financing services based on investments;
   3) other services and activities:
   a) the use of vehicles for the special purpose of providing participatory financing services; b) the application of creditworthiness assessment to participatory financing projects; c) the suggestion of price and/or interest rate for participatory financing offers; d) the use of a rating agency.

2. Mr. Vladislav Mocanu is approved as the administrator of Limited Liability Company "BALKANIKA FINANCE".

3. Limited Liability Company "BALKANIKA FINANCE" is registered in the Register of providers of participatory financing services, with the corresponding data entered.

4. Limited Liability Company "BALKANIKA FINANCE" shall pay to the budget of the National Financial Market Commission, within 10 days, the fee for the approval of the person with responsibility, in the amount of 2,000 lei.

5. Any modification of the documents on which the authorization of Limited Liability Company "BALKANIKA FINANCE" is based shall be subject to authorization or, as appropriate, notification to the CNPF, in accordance with the provisions of the legislation.

6. Control over the execution of this Decision is assigned to the Capital Market Department.

7. This Decision may be contested by filing a preliminary request to the CNPF (MD-2012, Chisinau city, Stefan cel Mare and Sfint str. no. 77), within 30 days from the date of communication.

8. This Decision enters into force on the date of adoption, is communicated to the recipient in accordance with the legislation, and its Extract is published in the Official Monitor of the Republic of Moldova and on the official website of the CNPF (www.cnpf.md).
