Fees for National Bank’s Payment System Oversight, Licensing and Authorization Services Directive No. ONPS/07/2022
The National Bank of Ethiopia establishes fees for payment system oversight, licensing, and authorization services applicable to all licensed payment instrument issuers and payment system operators. New license investigation and licensing fees range from Birr 20,000 to Birr 300,000 depending on the entity type, while annual renewal fees are set at Birr 30,000 for operators other than national switches and Birr 200,000 for issuers or national switches. Annual oversight fees are tiered by size, ranging from Birr 100,000 to Birr 1,000,000 for operators and from Birr 500,000 to Birr 1,000,000 for issuers, with categories defined by user counts or system types in the annexes. The directive repeals specific provisions from Directive No. ONPS/02/2020 and Directive No. ONPS/01/2020 and enters into force on October 3, 2022.
