FEPD Circular Letter No. 23: Usance import under purchases/sales contracts
Authorized Dealers in Bangladesh are clarified to not take exposure on importers for usance imports under purchases/sales contracts, but must instead observe procedural formalities to effect payments from importer-provided funds. In cases of non-payment by importers, Authorized Dealers must comply with paragraph 1(c)(iv) of FE Circular No. 24/2024, where past performance refers to the importer's payment behavior regarding import payment settlement. This directive addresses Authorized Dealers' reluctance to facilitate such transactions based on a misinterpretation of their liability under FE Circular No. 29/2022.
