FEPD Circular No. 03: Endorsement of shipping documents
Authorized Dealers in Foreign Exchange in Bangladesh may endorse transport documents of title to cargo in favor of an importer or other designated parties, rather than foreign correspondents, provided full export proceeds are received through normal banking channels before sending documents abroad for collection. This authorization applies specifically to cases where export proceeds are received after shipment but before the documents are sent for collection. Such endorsement is permitted only if the delivery aligns with the stipulations of the export letter of credit or valid sales contract.
