FEPD Circular No. 09: Drawing of shipping documents
Authorized Dealers in Foreign Exchange in Bangladesh may allow carrier companies to draw railway receipts, bills of lading, airway bills, and other documents of title to cargo to the order of the importer or other designated parties, provided the shipment is made against full payment received in advance through normal banking channels. To facilitate this, the designated Authorized Dealer must issue a certificate in the prescribed form to the exporter, which the exporter then produces to the carrier company. This directive serves as an exception to previous requirements that such documents be drawn to the order of the Authorized Dealer or a bank in the country of import.
