FSCA Communication 28 of 2022 (INS): Publication of FSCA Conduct Standard 2 of 2022 – Requirements relating to third party cell captive insurance business

Third party cell captive insurers must provide ongoing oversight of business under their licences, maintain a central complaints register allowing direct escalation to the insurer, conduct due diligence on cell owners, meet governance, disclosure and FSCA reporting requirements, and may not issue shares to non-mandated intermediaries (NMIs) or their associates. The Conduct Standard comes into operation on 1 October 2022, replacing the PA's licence condition limitation, with a two-year transitional period for pre-existing cell arrangements.
