With reference to the powers of the Saudi Central Bank in issuing instructions related to financial institutions, and based on the Royal Decree No. (M/63) dated 20/11/1439 H, issuing the Anti-Money Laundering Law, and the Royal Decree No. (M/12) dated 12/02/1439 H, issuing the Counter-Terrorism Financing Law and its Executive Regulations,
The attached Guidance on Assessing Business Risks Related to Money Laundering, Terrorist Financing, and Proliferation Financing aims to establish minimum factors that financial institutions must consider when conducting a business risk assessment process, as well as the key criteria and controls included in the Guidance. The Guidance also includes risk assessment methodologies that must be observed when conducting such processes. It is emphasized that the nature, size, and level of risk exposure of the financial institution's activities do not constitute a standardized methodology for risk assessment, nor do they restrict the obligations imposed on financial institutions by laws, regulations, and instructions. Furthermore, this Guidance does not prevent financial institutions from taking any additional measures necessary to fulfill their obligations regarding the fight against money laundering, terrorist financing, and proliferation financing.
