The Guideline establishes the operational framework for the Eurosystem liquidity facility (EUREP), granting non-euro area central banks access to euro liquidity lines subject to strict risk controls and legal compliance. Access is contingent upon positive assessments under harmonised anti-money laundering and counter-terrorist financing standards, compliance with Union restrictive measures, and the provision of high-quality euro-denominated collateral. Operational parameters include a maximum transaction maturity of one week, a minimum transaction size of EUR 10 million, and a maximum borrowable amount of EUR 50 billion per foreign central bank. The Governing Council retains the authority to adjust pricing, collateral requirements, and other parameters to ensure monetary policy objectives and risk management.
