Guidelines for Combating Financial Fraud in Banks Operating in Saudi Arabia

Banks and financial institutions operating in the Kingdom must implement this Guideline, replacing the 2008 version, with mandatory effect from January 1, 2021. They must establish an independent Anti-Fraud Unit reporting to Compliance, maintain automated monitoring systems, and notify the Authority within three working days of internal fraud or new fraud methods. The Board must approve anti-fraud strategies and meet quarterly to review fraud cases, while senior management ensures risk-based implementation and adequate resources for the Unit.
