Guidelines for the Grant and Implementation of the Rural Bank Strengthening Program Digitalization Technical Assistance
These guidelines establish the scope, qualification criteria, and procedures for Bangko Sentral ng Pilipinas-supervised rural banks to receive technical assistance for migrating to cloud-based or Software-as-a-Service Core Banking Systems. Eligible banks must have submitted an application for specific RBSP tracks between September 2022 and September 2025, comply with minimum capital requirements under Circular No. 1151, and lack an existing SaaS CBS subscription. The assistance covers a maximum six-month implementation period followed by a fixed thirty-six-month subscription period for system access and support services. Applications are evaluated within twenty-five banking days of completeness determination, with signed agreements required within ten banking days of favorable evaluation to avoid waiver.
