Guidelines on failing or likely to fail

Competent and resolution authorities must assess whether an institution is failing or likely to fail based on comprehensive qualitative and quantitative objective elements, primarily using SREP outcomes and considering capital, liquidity, and other authorization requirements. Institutions must notify authorities if they consider themselves failing or likely to fail. Authorities must notify the EBA of compliance or non-compliance by dd.mm.yyyy via compliance@eba.europa.eu. These Guidelines apply from 1 January 2016.
