Guidelines on the consistent application of the triggers for the use of Early Intervention Measures

These Guidelines establish common procedures and methodologies for competent authorities supervising Central Counterparties (CCPs) to consistently apply triggers for Early Intervention Measures under Article 18(8) of CCPRRR. They define specific indicators for capital, prudential, liquidity, default fund, collateral, and investment policy requirements that signal a CCP is likely to infringe EMIR or Delegated Regulation thresholds in the near future. Competent authorities must investigate identified triggers, assess severity against financial stability risks, and document decisions on applying measures within two months of publication.
