Guidelines on the Submission of Surveillance Reports through the BSP Prudential Reporting Innovation and Monitoring Engine
The Bangko Sentral ng Pilipinas (BSP) mandates Operators of Designated Payment Systems (ODPS) and other determined Operators of Payment Systems (OPS) to submit periodic Surveillance Reports (Daily, Monthly FMI, Monthly RPS) through the new Prudential Reporting Innovation and Monitoring Engine (PRIME). These reports, detailing transaction activities, system availability, and performance, must be submitted in XML format according to specific deadlines: DSR weekly by the next banking day, and MSR-FMI/MSR-RPS monthly by five banking days after the calendar month. A parallel run period is established, with full PRIME implementation for DSR starting 17 August 2026 and for MSR-FMI/MSR-RPS for the period ending 31 August 2026. Covered entities must register up to three authorized users for PRIME access by 28 July 2026.
