This Act establishes the framework for mandatory and voluntary health insurance in Bulgaria, creating the National Health Insurance Fund (NHIF) as a legal entity to manage mandatory health insurance. It guarantees insured persons free access to medical care and free choice of providers, with contributions collected by the National Revenue Agency and managed by the NHIF and its regional units. The NHIF's Supervisory Board, comprising 9 members from patient, worker, employer, and state representatives, is elected for a 5-year term and is responsible for approving the NHIF's annual budget, financial reports, and mechanisms for budget predictability and sustainability. The Supervisory Board's decisions and meeting minutes must be published on the NHIF website within one and seven days, respectively, ensuring transparency.
