Implementation of Section 51A of UAPA, 1967: Updates to UNSC's 1267/1989 ISIL (Da'esh) & Al-Qaida Sanctions List: Amendment of 4 Entries

Regulated entities, including various types of banks and financial companies, are informed of amendments to the United Nations Security Council's (UNSC) 1267/1989 ISIL (Da'esh) & Al-Qaida Sanctions List, effective August 14, 2026. The UNSC enacted amendments to four entries: three individuals (AMIN MUHAMMAD UL HAQ, ABUBAKAR SWALLEH, HAMIDA NABAGGALA) and one entity (ISLAMIC STATE IN IRAQ AND THE LEVANT - KHORASAN), which are subject to assets freeze, travel ban, and arms embargo. Regulated entities must take appropriate action under Chapter IX of the Reserve Bank of India - Know Your Customer, Directions, 2025, and the UAPA Order dated February 02, 2021, to ensure no accounts are held for these updated listed individuals or entities, and forward any de-listing requests to Joint Secretary (CTCR), MHA.
