Improving Payment Card Acceptance at Fuel Stations in Pakistan
The document caps the Merchant Discount Rate for card-present fuel transactions at PKR 1.00 per litre and the Interchange Reimbursement Fee at PKR 0.20 per litre for all payment cards issued in Pakistan. These caps apply until 31 January 2027, during which Regulated Entities must actively engage with fuel stations to enable Raast QR-based payment acceptance. The instructions are effective immediately, and the central bank will revisit them around the expiration date based on market response.
