FOCIR

is

a

public

trust

considered

a

paraestatal

entity,

whose

own

income

is

not

included

in

the

Revenue

Law,

and

its

expenditures

do

not

form

part

of

the

total

net

spending,

so

that

all

actions

considered

in

the

present

Institutional

Program,

including

those

corresponding

to

its

prioritary

objectives

and

strategies

and

specific

actions,

as

well

as

inter-institutional

coordination

labor

for

the

instrumentation

or

operation

of

said

actions,

and

the

monitoring

and

reporting

of

the

same,

will

be

charged

to

its

assets

and

although

it

does

not

have

a

direct

allocation

in

the

Federal

Expenditure

Budget,

it

will

not

require

additional

public

resources

beyond

those

already

authorized

in

its

institutional

budget.

The

action

of

the

Rural

Sector

Capitalization

and

Investment

Fund

is

based

on

the

Trust

Creation

Contract

dated

March

25,

1994

and

its

modifying

agreement

of

December

14,

2011;

as

well

as

the

Law

of

Credit

Institutions

and

other

Laws,

Codes,

Regulations

or

any

other

provision

of

analogous

nature

applicable.

The

FOCIR

has

as

its

objective

to

influence

the

capitalization

of

the

rural

and

agroindustrial

sector,

fostering

the

participation

of

the

private

sector

and

national

and

foreign

financial

agents,

to

detonate

and

enhance

the

flow

of

investment

resources

in

favor

of

the

capitalization

of

the

rural

sector,

a

segment

that

is

not

relevant

to

commercial

banking.

With

the

above,

the

FOCIR

seeks

to

strengthen

the

rural

and

agroindustrial

sectors:

fostering

improvements

in

the

productivity

and

competitiveness

of

enterprises,

facilitating

their

integration

into

global

value

and

supply

chains;

through

the

implementation

of

new

technologies

and

training

and

technical

assistance

in

matters

of

corporate

governance

that

promote

their

sustainable

and

long-term

development;

in

such

a

way

that

food

availability

grows;

as

well

as

job

generation

and

value

added.

The

FOCIR

is

responsible

for

coordinating

the

integration,

publication,

execution,

monitoring

and

accountability

of

the

present

Institutional

Program.

5.

Diagnosis

of

the

current

situation

and

long-term

vision

The

current

situation

in

Mexico

presents

significant

challenges

in

the

rural

and

agroindustrial

sectors

that

justify

the

need

for

government

intervention

to

strengthen

them.

Despite

the

country

having

a

vast

natural

wealth

and

a

population

with

a

strong

agricultural

tradition,

structural

problems

such

as

low

productivity,

limited

access

to

financing

and

the

lack

of

adequate

infrastructure

in

many

rural

regions

persist.

These

sectors,

fundamental

for

food

security

and

economic

development,

face

growing

global

competition

and

lack

the

necessary

resources

to

innovate,

modernize

their

processes

and

take

advantage

of

growth

opportunities.

Capitalization

and

access

to

adequate

investments

are

presented

as

the

key

to

overcoming

these

barriers,

improving

long-term

competitiveness

and

sustainability.

In

this

context,

the

FOCIR

has

as

its

main

objective

to

contribute

to

the

sustainable

development

of

the

rural

and

agroindustrial

sector,

promoting

strategic

long-term

investments

that

generate

projects

with

high

potential

for

social

and

economic

impact.

Through

Capital

Investment

Financial

Intermediaries

(IFIC),

the

government

seeks

to

canalize

resources

towards

initiatives

that

can

transform

these

sectors,

boosting

productivity,

competitiveness

and

value

added

to

primary

production.

This

type

of

investment

not

only

aims

to

improve

returns,

but

also

to

guarantee

that

benefits

are

distributed

equitably,

generating

a

direct

impact

on

rural

communities.

One

of

the

main

mechanisms

to

achieve

these

objectives

is

support

in

the

processes

of

professionalization

and

institutionalization

of

the

IFIC.

This

is

achieved

through

assistance

in

the

implementation

of

good

corporate

governance

practices,

which

facilitates

more

informed,

efficient

decision-making

aligned

with

international

best

practices.

In

this

way,

the

IFIC,

along

with

their

promoted

enterprises,

will

be

able

to

access

new

markets

and

growth

opportunities,

in

addition

to

improving

their

sustainability

and

capacity

to

attract

private

investment.

The

FOCIR,

through

the

IFIC,

generates

synergies

between

different

actors

in

the

sector,

including

investors,

enterprises

and

government

authorities,

in

order

to

boost

growth

and

strengthen

the

agroindustry.

This

collaborative

approach

facilitates

the

creation

of

support

networks

that

provide

capital,

technical

knowledge

and

access

to

international

markets,

with

the

possibility

of

generating

a

positive

impact

on

the

local

and/or

regional

economy

where

investment

projects

are

developed.

The

participation

of

the

FOCIR,

through

the

IFIC,

ensures

that

resources

are

directed

towards

initiatives

that

maximize

benefits

for

communities

and

the

local

economy,

favoring

balanced

regional

development,

impacting

most

of

the

national

territory,

as

shown

in

the

following

map.

above

was

possible

thanks

to

the

capital

investment

carried

out

by

the

FOCIR

in

the

IFIC,

which

reached

a

cumulative

amount

of

1,630.8

million

pesos

at

the

close

of

2024,

generating

a

multiplier

effect

of

at

least

3.0x

in

conjunction

with

the

private

sector.

The

long-term

vision

The

FOCIR

is

focused

on

fostering

the

capitalization

of

the

rural

and

agroindustrial

sectors,

through

its

fundamental

activity

of

canalizing

venture

capital

through

IFIC,

In addition to promoting the adoption of best corporate governance practices in supported companies. To achieve this, it is necessary to strengthen and promote national and international private capital investment vehicles willing to invest in these sectors, to strengthen their value chains.

To achieve these objectives, it is necessary to align them with the priority objectives established in PRONAFIDE 2025-2030; as well as with the NDFP 2025-2030.

1. Increase Venture Capital Investment in the Rural and Agroindustrial Sector.

   Objective 6. Promote the development of a more inclusive, resilient, and sustainable financial system, strengthening its stability, competition, and legal framework, to expand equitable access to financial services, reduce structural gaps, and improve the financial health of the population.

   Strategy 6.5 Strengthen financial inclusion with products, services, financing, education, and training, supported by the use of financial technology, contributing to the dispersion of social program support, as well as in the development and construction of housing to improve the welfare of target sectors and facilitate their incorporation into the formal financial market.

   Strategy 6.6 Promote financing in the business, agricultural, rural, forestry, fishing, and infrastructure sectors, through credit and guarantee mechanisms and programs, with the purpose of achieving greater financial inclusion of its target population, taking into account indigenous and Afro-Mexican peoples.

   Strategy 6.6 Promote financing in the business, agricultural, rural, forestry, fishing, and infrastructure sectors, through credit and guarantee mechanisms and programs, with the purpose of achieving greater financial inclusion of its target population, taking into account indigenous and Afro-Mexican peoples.

7. Strategies and Lines of Action

FOCIR will focus on the following specific actions, with the aim of reaching its priority objectives:

Objective 1. Increase Venture Capital Investment in the Rural and Agroindustrial Sectors

Strategy 1.1 Consolidate investments through Capital Investment Financial Intermediaries for the capitalization of the rural and agroindustrial sectors.

Line of action 1.1.1 Increase Venture Capital investment in the rural and agroindustrial sectors through IFICs, incentivizing the participation of national and foreign private investment.

1.1.2 Identify IFICs susceptible to investment, through national and international liaison networks focused on the development of the venture capital industry, in order to promote investment in the rural and agroindustrial sectors.

1.1.3. Promote the development of financial capital investment vehicles, which consider the rural and agroindustrial sectors in their investment thesis.

1.1.4. Incorporate ESG criteria in the evaluation of IFICs susceptible to venture capital investment, to influence economic welfare.

1.1.5. Implement follow-up actions on the capital contributions made by FOCIR in the IFICs, in order to contribute to the consolidation of the investments they make in the target sectors, through quarterly reports shared by the IFICs.

1.1.6. Foster participation in new IFICs, through national and international liaison networks focused on the development of the venture capital industry, to trigger investment in the rural and agroindustrial sectors.

Objective 2. Expand training and technical assistance in Corporate Governance in the Capital Investment Financial Intermediaries in which FOCIR participates

Strategy 2.1 Expand the Technical Assistance Program in Corporate Governance for the strengthening of companies invested in by IFICs.

Line of action 2.1.1 Diagnose, through evaluations and/or consultations, the type of existing needs of the IFICs that have received or are in the process of receiving, directly or indirectly, contributions from FOCIR.

2.1.2 Structure the content and scope of the Technical Assistance Program in Corporate Governance, integrating topics of social equality, gender equity, and ESG criteria, among others.

2.1.3 Coordinate, through the designated institutional liaison with the IFICs, and all those participating instances, the requests for support in technical assistance, in Corporate Governance, which allows strengthening the institutionalization of said IFICs, as well as their invested projects.

8. Indicators and Targets

With the purpose of determining a mechanism for monitoring and measuring the reach of the objectives established in the Institutional Program of FOCIR 2025-2030, the following targets and corresponding parameters were determined:

Glossary

Agroindustry: Industrial transformation productive processes that incorporate added value to products coming from primary activities.

Agro-food: The set of activities that contribute to the formation and distribution of agricultural, livestock, forestry, fishing, aquaculture, agroindustrial, or any other products related to human food in society.

Agricultural and livestock activities: Primary productive processes: hunting, fishing, gathering, agriculture, livestock, forestry, and aquaculture, including complementary activities such as support services for production (seeds, fertilizers, pesticides, mechanization, collection, and transport), as well as benefit processes such as cleaning, sorting, and packaging of primary production.

Agroindustrial activities: Industrial transformation productive processes that incorporate added value to the primary production of the agricultural, livestock, and forestry sector.

Complementary activities: Productive processes that complement the realization of agricultural, livestock, and agroindustrial activities, including the provision of inputs for production; the development of rural infrastructure; the supply of energy; the collection and storage of inputs and products; the cleaning, sorting, and packaging of primary production; the transport, distribution, and commercialization of goods and services; training for production; the provision of financial services; research and technological development; and the provision of rural tourism services.

Training and Technical Assistance: Advice, ordinary studies, congresses, conventions, or well, specific training programs for the formation and development of administrators and operators of investment funds, as well as to promote the institutionalization of Capital Investment Financial Intermediaries, through actions oriented towards the adoption of best corporate governance practices of their decision-making bodies, as well as for the elaboration and publication of case studies and technical notes that allow documenting the experience with investments in the sector, in order to promote and disseminate knowledge and learning.

Private Capital or Entrepreneurial Capital previously known as Venture Capital: Consists of the temporary contribution of resources that Capital Investment Financial Intermediaries (IFICs) make, with resources from FOCIR, to the Share Capital of a startup or company with the aim of fostering its development and optimizing its business opportunities and increasing its value, thereby providing solutions to business projects, participating and sharing directly in the operational results of the company, which may be profits, or losses.

ESG Criteria: Set of standards used to evaluate the sustainable and ethical behavior of companies and/or organizations, through three key areas: Environmental, Social, and Governance.

Corporate Governance: System by which societies or companies are directed and controlled.

Capital Investment Financial Intermediaries (IFIC): These are Capital Investment Funds, Capital Investment Trusts, and all those indicated in the FOCIR Trust Agreement and its modifications authorized to carry out investment operations in national territory, in accordance with applicable legal provisions.

Rural: Related to life and activity that takes place in the countryside; includes primary productive processes such as agriculture, livestock, forestry, fishing, and aquaculture; as well as the elaboration of crafts, ecotourism, and other activities in support of the same such as distribution, commercialization, transport, and storage.

Agroindustrial Sector: Productive scope where transformation processes and services that incorporate added value to agricultural, livestock, agroindustrial, and complementary activities take place.

Rural Sector: Productive scope where agricultural, livestock, agroindustrial, and complementary activities, mainly, that take place in localities with less than 50,000 inhabitants, develop.

Agroindustrial and/or Rural Sector Startup: Emerging company that focuses on innovating and applying technology to solve problems in agriculture and rural development.

These companies usually use digital solutions and emerging technologies to improve efficiency, productivity, and sustainability in the agricultural value chain.

Sustainable: Capacity to satisfy the needs of the present without compromising the ability of future generations to meet their own needs.

It implies an equilibrium between economic development.
