Presentation

The current Federal Administration is founded as the Second Floor of the Fourth Transformation of public life in Mexico, characterized by love for the people and honesty, that is, Mexican Humanism.

The challenge of the Second Floor of the Fourth Transformation, led by President Claudia Sheinbaum Pardo, is to sustain the achievements and go beyond those reached in the previous administration, which is observed in important achievements: 9.5 million Mexicans and Mexican women, according to the World Bank, emerged from poverty in just six years, and according to the publication of the National Survey of Incomes and Expenditures of Households 2024 (ENIGH), from 2018 to 2024, the population in poverty decreased by 8.9%, which means that 13.4 million people overcame this condition.

Meanwhile, in terms of financial inclusion, the National Survey of Financial Inclusion 2024 (ENIF 2024) highlighted the use of mobile applications to check or make movements in bank accounts, reporting a significant increase, rising from 54.3% in 2021 to 69.1% in 2024, evidencing progress in financial inclusion based on policies implemented in the previous administration.

The corollary of ENIF 2024 highlights that, although there are advances in financial inclusion in Mexico, it is essential to work on reducing the gaps that must be addressed to guarantee truly equitable access to financial services for the entire population.

To address the public problem represented by the lack of financial inclusion in our country, this Program aligns with the Principles of the Government of the Second Floor of the Fourth Transformation, which consist of shared prosperity that includes the principle for the good of all: first the poor; substantive equality with the right of women; elimination of classism, racism, machismo, and any form of discrimination; ambitious digitalization, and development with well-being and humanism.

In this context, Financiera para el Bienestar (FINABIEN), a decentralized public body, focuses its efforts to include the vulnerable population in the financial system, developing services and products adapted to their socioeconomic profile, overcoming the barriers of requirements and guarantees that exclude this segment from the traditional financial system.

The lack of coverage of financial services and products, contrary to the Mexican Humanism of the Second Floor of the Fourth Transformation, caused important sectors of the population in Mexico, whether due to conditions of age, gender, marital status, and ethnic origin, to be prevented from incorporating into development and accessing better conditions of well-being due to the lack, among others, of necessary financial tools for their productive performance and to prevent their assets from being at risk.

Therefore, FINABIEN, through the public policy of financial inclusion of the Government of Mexico, participates by bringing these services to the population located in remote rural areas and difficult access, and in urban popular zones.

In this latter segment of the population, although there is presence of the traditional financial system, the population has been marginalized.

To reach this population more effectively with adequate financial services and products, FINABIEN is undergoing a profound legal, administrative, and technological transformation, which strengthens it so that through the strategies and actions presented, based on a climate of trust that is vital for the success of digital financial inclusion among the vulnerable population, barriers of gender, ethnic, linguistic, financial, distance, and requirements are overcome, so that, gradually, this population has a credit history, as well as collateral tending to reduce the credit risk that, in their case, it could represent.

This is with the purpose that later they can access more and better financing.

The transformation process of FINABIEN, within the regulatory framework that determines it, after decades of operating as Telecomunicaciones de México, Telecomm, includes establishing coordination actions with national and international entities to obtain funds tending to apply them to the productive development of the target population, which is why it is relevant to have adequate systems, mechanisms of organization, control, registration, operation, and follow-up of the execution of these funds until their recovery to increase the mass of resources in benefit of more credit applicants and support recipients.

FINABIEN, based on the experience acquired in the provision of basic financial services, in the operation of international remittances, the placement of support and credits, the promotion of savings, and financial education that is launched in the current administration, encourages the strengthening of the virtuous circle through savings, productive investment, and income that motivate the generation of employment tending to be formalized in benefit of local economic activity.

In this way, FINABIEN contributes to establishing institutional bases oriented to improve expectations for the personal, economic, and community development of the population historically marginalized until before the presidential administration of 2018 to 2024, which reoriented social and economic policy to compensate and benefit the majorities.

Origin of the Program's Resources

Financiera para el Bienestar (FINABIEN) is a Decentralized Public Body of the Federal Public Administration Parastatal, with legal personality and its own assets, grouped in the sector coordinated by the Secretariat of Finance and Public Credit (SHCP), created by Decree.

All the actions considered in this Program, including those corresponding to its priority objectives, priority strategies, and specific actions, as well as the inter-institutional coordination work for the implementation or operation of these actions and the follow-up and reporting of these, will be charged to the authorized budget of the participating spending executors, while it is in force.

Support and credits for productive activities will be financed, in principle, with the resources of the public trust for administration and payment now called "Trust of Financiera para el Bienestar," in which FINABIEN has the character of Substitute Trustor.

2. Legal Basis

Based on what is provided in article 26 section A of the CPEUM, which establishes that the State will organize a democratic system of planning of national development that imparts solidity, dynamism, competitiveness, permanence, and equity to the growth of the economy for the independence and political, social, and cultural democratization of the nation, the Institutional Program of Financiera para el Bienestar 2025-2030 is presented.

Similarly, it complies with what is established in articles 9, 17, fraction II, 24, and 29 of the Planning Law; 9 and 36 of the Organic Law of the Federal Public Administration; 3, fraction XII, 5, 7, 8, fraction I, inciso c, fraction II, inciso c, fraction III, inciso b of the Law to Promote the Sustained Increase of the Productivity and Competitiveness of the National Economy; as well as what refers to articles 5, fraction II, 6, first paragraph, and 7 of the Federal Budget and Fiscal Responsibility Law.

FINABIEN will contribute to the objectives of the National Development Plan (PND) 2025-2030 and the National Financing for Development Program (PRONAFIDE) 2025-2030, based on the functions assigned in the Decree by which various articles of the Decree by which the decentralized body called Financiera para el Bienestar, formerly Telégrafos Nacionales, are reformed, added, and repealed, published in the DOF on April 1, 2025:

which establishes as its object the provision of financial services, financing, remittances, and the public service of telegraphs, national and international telegraphic transfers.

In financial matters, FINABIEN may receive, administer, and disperse resources destined to the target population of budgetary programs, act as an intermediary for the dispersion of resources from national or international entities, execute programs of granting resources, collaborate with the three orders of government, establish efficient operation mechanisms, contract with third parties to guarantee the adequate administration of resources, celebrate commercial commission contracts, promote productive projects, and carry out legal acts and financial operations permitted by applicable legislation.

Likewise, it may provide advice and maintenance of equipment and applications, alienate movable goods related to its services, offer hosting, interconnection, and administration services of equipment and computer applications, and schedule, organize, and control the provision of telegraph and associated services.

Among its attributes are also: proposing to the Secretariat of Finance and Public Credit (SHCP) counter-prestations and tariffs; administering income generated by its services; participating in international organizations and forums; promoting training for its personnel; incorporating technological advances; promoting financial education and savings; granting financing and productive credits; developing technological applications; and providing computer services susceptible of being utilized by third parties.

3. Diagnosis of the Current Situation and Long-Term Vision

According to CONAPO (1) /, marginalization is the socioeconomic manifestation that characterizes structural weaknesses for the personal and collective development of certain populations based on different conditions that report the lack of provisions and satisfiers that motivate individual and community productive development, which is reflected in inequalities of economic activity and marginalization.

With the phenomenon of marginalization, a series of circumstances in the individual's environment are identified that are beyond their reach, affecting and limiting their personal development, in which access is made difficult by issues of distance, accessibility, availability of infrastructure, communication, among many other factors, among which are financial products and services.

This sum of circumstances inhibits the individual's capacities to acquire or generate personal and social opportunities that allow them to exit the stalemate of vulnerability, mainly because these populations are located in remote rural areas and difficult access, as well as in urban popular zones.

Vulnerability by marginalization escapes personal control, so state intervention becomes necessary to supply the needs in which the market, for various circumstances, mainly economic, lacks incentives to provide them.

In this context of lack of services, among which financial ones stand out, FINABIEN is an executive arm of the Government of Mexico that promotes financial inclusion among the vulnerable population and operates as a decentralized public body of the Treasury and Public Credit sector.

FINABIEN has the mission to contribute to addressing the structural deficiency of financial services and financing in municipalities of high and very high marginalization, and in urban popular zones, bringing these services to the most unprotected population through the assigned infrastructure, such as the branch network which has 1,700 service points in strategic zones that foresee a greater social impact, complementing the financial services that should regularly be in charge of the traditional banking system.

Main findings of the situation regarding financial inclusion in our country.

1. Annual Panorama of Financial Inclusion 2024 (2) /

The "Annual Panorama of Financial Inclusion 2024" (PAIF 2024), published by the CNBV, reveals a growth in access to financial products in Mexico, with an increase in deposit accounts and credits to individuals, as well as statistics related to financial infrastructure, deposit accounts, number of credits, retirement savings accounts, insurance, transactions, and protection for user persons.

Likewise, the PAIF 2024 has a section with disaggregated data by sex on financial inclusion in our country.

The main findings are the following:

• Branches or o At the close of 2023, the number of branches in the country was 18,089, representing a growth of nine percent with respect to 2022.

o Almost four out of every five municipalities had a branch; in these municipalities with a branch, 98 percent of the total adult population of the country lives.

o Multiple banking concentrated 65 percent of the branches. Both banking and savings and popular credit entities have a greater number of branches in municipalities with very low social lag.

o As the social lag of municipalities increases, the number of branches decreases; such that municipalities with very high social lag have less than one percent of the total branches. However, development banking has more than 120 branches in municipalities with very high social lag, achieving a coverage of 60 percent of these municipalities.

o In the international context, at the close of 2022, the number of commercial banking branches per 10,000 adult persons was 1.2 for Mexico. This figure was higher in Colombia, with 1.3, and lower in Chile, with 1.0.

• Bank Correspondents o At the close of 2023, the number of correspondents was 53,190, implying a growth of five percent with respect to 2022.

o Slightly more than three out of every four municipalities, in which 98 percent of the total adult population of the country lives, had a correspondent.

o On average, a correspondent has a contract with 10 financial institutions.

o The main commerce that functioned as a correspondent was the Oxxo store chain, which concentrated almost half of the correspondents and maintained a commercial contract with 20 institutions.

o The main administrator of correspondents was the Yastás Network.

o The operations carried out in correspondents with greater frequency were deposits (76 percent), with BBVA having the largest quantity of these; followed by credit payments (12 percent) and cash withdrawals (11 percent), with Bancoppel being the institution with the largest quantity of both operations.

o The use of correspondents by the adult population was very similar in most levels of schooling (49 percent on average), except in primary school where it was 23 percent.

o In the international context, at the close of 2022, Mexico had 5.3 correspondents per 10,000 adult persons, a figure that was higher in Brazil, with 13.8, and lower in Uruguay, with 4.5.

• Automated Teller Machines (ATMs) o In 2023, the number of ATMs amounted to 67,035 units, representing a growth of five percent with respect to 2022.

o 78 percent of the municipalities in the country had at least one ATM; in these, 98 percent of the adult population lives.

o For every 10,000 adult persons, there were 6.8 ATMs for their attention.

o The coverage of ATMs in municipalities was inversely related to their social lag, that is, the lower the social lag, the greater the number of ATMs, and the higher the social lag, the smaller the number of ATMs.

o Most ATMs belong to multiple banking, with BBVA being the most prominent bank in this aspect with 14,500 units.

o In the case of SOCAP and SOFIPO, the outstanding institutions were Caja Popular Mexicana and Libertad Financial Services, respectively.

o The increase of ATMs for withdrawals and deposits grew by slightly more than one thousand, as well as the increase of ATMs from Banco del Bienestar, which closed the year 2024 with 2,463 units.

o In the international context, at the close of 2022, the number of ATMs per 10,000 adult persons was 6.6 for Mexico. This number was higher in Brazil (9.8) and lower in Chile (4.7).

• Point of Sale Terminals (POS) of banking and Savings and Popular Credit Entities (EACP) o The number of POS of banking and EACP was almost 1.4 million, representing an increase of 15 percent with respect to 2022.

o The number of POS from aggregators was around 4.2 million, registering a growth of 14 percent with respect to the previous year.

o Starting from this year, information on non-bank acquirers was available, which reported slightly more than 580,000 terminals. Therefore, the total number of POS in the country amounted to 6.1 million, representing a municipal coverage of 95 percent and a demographic coverage of almost 100 percent.

o The municipal coverage of POS from aggregators and non-bank acquirers is superior to that of POS from banking and EACP, and this is observed in the growth that aggregators have registered, year after year.

o All municipalities with very low social lag have at least one POS; while of the 395 municipalities with high or very high social lag, 344 have at least one POS, which represents 87 percent.

o In the international context, at the close of 2022, the number of POS from commercial banking per 10,000 adult persons was 135 for Mexico, which was higher in other countries such as Brazil, with 1,246, and Argentina, with 237.

• Deposit Accounts o At the close of 2023, the number of deposit accounts was located at 162.6 million contracts, which represented a growth of 13 percent with respect to 2022. Deposit accounts reported an average balance

It is worth mentioning the growth experienced by development banking, primarily through Banco del Bienestar, as the number of deposit accounts increased by slightly more than 13.5 million compared to 2022, growth related to the distribution of resources from social programs.

Similarly, the growth experienced by SOFIPOS was slightly more than 4.2 million, representing 68 percent more deposit accounts than in 2022.

Most deposit accounts in municipalities with very high social lag belonged to development banking (with 59 percent), followed by SOCAPs (with 29 percent).

In the international context, at the close of 2022, the number of commercial banking accounts per 10,000 adult persons was 11,639 for Mexico, unlike Colombia where the number was higher, with 19,494.

Regarding debit cards per 10,000 adult persons, Mexico registered 16,168 cards, while this number was higher in Peru, with 20,238, and lower in Chile, with 15,680.

• Financing

o

In 2023, the number of credits to individuals in the country was 70.6 million, which implied an increase of seven percent compared to 2022.

o

Per 10,000 adult persons, there were 7,199 credits.

Particularly, for the SME sector, 474 thousand credits were reported.

o

One of the main causes of the growth in the number of credits this year was due to the credits reported by SOFIPO Nu México Financiera, which amounted to slightly more than 3.4 million credits, representing nearly half of the credits granted by savings and popular credit entities and, particularly, 81 percent of the total credits distributed by SOFIPOS.

o

Most of the credits were from multiple banking, where the main distributing institution was Banco Azteca.

o

The credits from banking with the highest concentration were credit cards, the ones that showed the greatest increase were group credits, and those that had the lowest delinquency index (1.4) were automotive credits.

o

For every commercial credit from multiple banking for large companies, 0.64 credits were delivered to SMEs.

o

Regarding credits from savings and popular credit entities, consumer credits had the highest demand from the population, as well as the greatest increase compared to 2022.

o

In the international comparison, in 2022, the number of commercial banking credits per 10,000 adult persons in Mexico was slightly more than six thousand, falling below Chile, with 7,258, and above Colombia, with 5,527.

• Payment Methods

o

In 2024, the number of transactions and transfers amounted to 165 million, implying a growth of 10 percent.

o

The amount of transfers and cash in circulation, both as a percentage of GDP, was 143 percent and nine percent, respectively.

o

Per 10,000 adult persons, the number of transfers was 57,991.

o

The amount of transfers was carried out practically through two channels: internet banking and electronic banking.

o

About one-third of the amount of transfers to third parties, sent via SPEI, ranged between one thousand and eight thousand pesos; however, the amounts of transfers from 200 to 400 pesos were those that grew the most compared to 2022, with 45 percent.

o

By December 2023, it was registered that slightly more than 375 thousand transfers were sent via CoDi, as well as 1.7 million accounts have made at least one payment through this platform.

o

Among the different means to carry out operations, POS terminals registered the highest number with four billion 625 million operations, followed by transfers, ATMs, e-commerce, and finally checks, the latter used to a lesser extent, year after year. Operations through e-commerce registered the greatest increase compared to 2022, which was 28 percent.

o

In the international comparison, in 2022, Mexico had 53.5 transactions with cards per adult person with an average amount of 31.1 dollars in each transaction, falling below Argentina in these two metrics, but above India in both measurements and above South Africa in the average amount of each transaction.

• Remittances

o

In 2024, income from remittances sent to Mexico was 64.7 billion dollars, that is, an increase of two percent compared to 2023.

o

The average amount of remittance sent to Mexico was 392.7 dollars.

o

Remittance income was distributed mostly in municipalities with very low and low social lag (89 percent), in contrast to municipalities with very high social lag, which only concentrated one percent.

o

Remittances sent to Mexico were through 165 million operations, of which 164 million were carried out via electronic transfer (3) / for an amount of 64,136 million dollars, representing 99 percent both in number and in the total amount of shipments.

o

Michoacán was the entity with the highest income from remittances sent to Mexico with 5.6 billion dollars. Regarding municipalities, San Cristóbal de las Casas, in Chiapas, was the one with the highest amount, with 908.7 million dollars.

o

In the United States, the largest sending of remittances to Mexico was from California and Texas with amounts of 20.4 billion dollars and 9 billion dollars, respectively.

o

In the international context, in 2023, Mexico registered an average cost of sending remittances from the United States of 4.9 percent per 200 dollars, a percentage that was higher for Colombia, with 5.7 percent, and lower for Honduras, with 3.7 percent.

o

There is an inverse relationship between the level of schooling and the receipt of remittances by the population, that is, the higher the level of schooling, the lower the percentage of the population that received money from relatives or acquaintances living in another country, and the lower the level of schooling, the higher this percentage.

2.

National Survey on Financial Inclusion 2024. (4) /

(ENIF 2024)

In Mexico, the National Survey on Financial Inclusion in 2024 (ENIF 2024), reveals that financial inclusion is advancing, however, women continue to have less access to financial products than men.

According to the ENIF, in 2024, 72.8% of women had at least one financial product, compared to 80.9% of men.

Details of the gap:

• Formal Savings: 58.6% of women have a formal savings account, compared to 68.0% of men, representing a difference of almost 10 percentage points.

• Access to credits: The ENIF also shows that women have less access to credits, such as credit cards and loans.

• Savings and investment: women tend to save and make investments more conservatively than men.

National Survey on Financing of Enterprises 2024. (5) /

(ENAFIN 2024)

The conceptual and methodological elements indicate that the survey is directed at companies with six or more employed persons (micro, small, medium, and large) in economic activities corresponding to the construction and manufacturing industries sectors, and groups of sectors of commerce (wholesale and retail) and private non-financial services (includes transport), according to the North American Industry Classification System (NAICS) 2018.

From this, it follows that the survey did not venture into remote rural areas and areas with difficult access with fewer than 50,000 inhabitants where the target population of FINABIEN is located.

However, it is observed that the lack of financing and cost are factors that inhibit the growth of companies in the following way (6) / .

• 58.9% of companies report that they have restrictions of some kind for their development.

Of these, in a normal operating environment in a competitive market, they report the cost of financing as a factor inhibiting their growth, at 25.8%, while the lack of financing represents 20.7%.

• Of the companies that requested credit, 17.1% were rejected.

Of these, 21.9% were given neither reasons nor motives, 21.6% were rejected due to insufficient guarantees/no guarantor, and 18.4% due to having no credit history.

If in a market environment the restriction by financing is relevant, this is even more severe in populations whose inhabitants are fewer than 50,000 inhabitants, so it is deduced that the lack of financing is a factor that puts at risk the patrimony of the service seekers when seeking informal sources of financing.

4.

Survey on the Evolution of Financing to Enterprises during the Quarter October - December 2024 of the Bank of Mexico. (7) /

Regarding the limited access to financing to develop their productive activities, the Survey on the Evolution of Financing to Enterprises during the Quarter October - December 2024 of the Bank of Mexico, reported that:

a) 60.0% of the surveyed companies indicated that they used supplier financing, 28.0% used commercial banking credit, 16.2% indicated having used financing from other companies in the corporate group and/or the head office, 1.0% from development banking, 1.5% from banking domiciled abroad, and 0.2% from debt issuance.

• 36.3% of companies indicated that they had bank credits at the beginning of the fourth quarter of 2024.

• 12.1% of companies used new bank credits in the reference quarter.

By company size, the results of the fourth quarter show that 58.6% of companies employing up to 100 employees received financing from suppliers, while, for the set of companies with more than 100 employees, this proportion was 70.6%.

With regard to commercial banking credit, the percentage of companies with up to 100 employees that indicated this source of financing during the reference quarter was 26.5%, while the proportion of companies with more than 100 employees that used this type of financing was 39.2%.

Likewise, the Bank of Mexico identified the factors that limit companies from accessing bank credit.

Internally, within companies, the limits relate to the company's performance in a framework of insufficient competitiveness in the market, through the slow displacement of its products, which, it is estimated, limits its strength to meet banking requirements such as credit history and payments of debt service acquired previously.

Meanwhile, the financial environment considers that the interest rate charged has an impact that reduces the capacity to access new financings, as well as the compliance with the collateral required of them.

In conclusion, the above shows the difficulties faced by self-employed workers and employers to access productive credit and accompaniment.

5.

International context of financial inclusion. " The Global Microscope 2020. " The role of financial inclusion in the response to COVID-19. "

In the international context, the " Global Microscope "(8) /

evaluates the enabling environment for financial inclusion in five categories and 55 countries.

In the 2019 edition, the Economist Intelligence Unit (EIU) examined how countries foster inclusion in five main dimensions: 1) government policy and support, 2) stability and integrity, 3) products and channels, 4) consumer protection, and 5) infrastructure.

The dimension of government support and policies evaluates the degree of coordination and incentives that governments are creating to generate favorable environments for financial inclusion; the dimension of Stability and integrity evaluates the regulation, supervision, and monitoring of financial service providers that serve low and middle-income populations.

The dimension of products and points of sale evaluates the regulation of a selection of products and points of sale that focus on or reach low and middle-income populations.

The consumer protection dimension evaluates consumer protection and privacy and its compliance, as well as legal security against new risks such as fraud and financial fraud, which harms trust in service providers, whether government or private.

The infrastructure category evaluates the infrastructure that facilitates financial inclusion, as well as policy and regulatory measures for its improvement.

Since 2011, the Microscope has followed up on 55 countries.

In 2018, the Economist Intelligence Unit (EIU) / selected a set of countries reviewed in which financial inclusion reflected a varied combination of emerging markets and countries that had had interesting or unexpected financial inclusion results.

The following table shows the general ranking that countries occupy in attention to the five variables described above.

Particularly, Mexico is in fourth place after Argentina and before India.

Global Microscope.

Report of key findings in 2021

Through its latest report " Rethinking the Global Microscope for Financial Inclusion: Key Findings Report 2021 " ,

it summarizes the key findings of an evaluation carried out with the objective of understanding the relationship between the key enablers of financial inclusion (policies, regulation, and infrastructure) and its results.

The key findings resulted from the answers to a set of four questions:

1.

Public policies of governments have driven change by stimulating access to financial services and ownership of accounts in formal financial institutions when financial infrastructure, consumer protection, and adequate regulation are available.

2.

Government priorities have been oriented towards developing an inclusive financial system based on three characteristics: accessibility, usability, and security.

3.

To advance in priorities, it is necessary to have infrastructure that allows the development and expansion of inclusive financial systems.

4.

Given the change in mechanisms and forms, access to internet and mobile connectivity is determined to be fundamental for coordination between actors and enablers.

5.

Integrity of attention from the perspective of public policy.

From the results, the congruence between the identified proposals and the actions promoted by the Government of Mexico through the institutions in charge of promoting financial inclusion in recent years is warned.

Report of the Global Findex Database 2021 .

World Bank (9) /

The World Bank report communicates that 46% of the population over 15 years old in Mexico is the holder of at least one bank account, which in terms of country comparison in Latin America places it in twelfth position, below the 87% corresponding to Chile.

On the subject of savings, based on OECD information, the average of countries is 49%, while Mexico is 38%, which characterizes it with marked distance from the 77% of developed countries.

To this condition is added that most of the providers of this service are outside the regulatory framework, highlighting that only 18% of savings are in a formal financial institution.

Description of the public problem.

The public problem attended by FINABIEN consists of giving attention and access to financial services and financing to the population that lacks these, for the realization of productive activities in Mexico.

The public problem is characterized by the lack of access to such services, as a consequence of structural deficiencies in education and infrastructure that facilitate access to services, given also the geographic difficulties and the high dispersion of human settlements in the national territory, which were insufficiently and inadequately attended until before the Fourth Transformation.

Therefore, the population excluded from the financial system is characterized by low educational level, is far from development poles, there is a gender gap, given the conditions imposed by the traditional financial market, this population distrusts and finds it difficult to access these services, so it is susceptible to resort to informal sources of financing and, as a consequence of remaining outside the reach of traditional financial services, suffers pauperization due to the loss of its economy.

As the main causes that explain the conditions presented by people excluded from the formal financial system, the digital gap consisting of unequal coverage of telecommunications services is found; due to the lack of financial education, the vulnerable population presents difficulties in accessing financial products and services; the market lacks incentives to bring financial services to remote rural areas and areas of difficult access, so state intervention is relevant to satisfy this social need; there is an important income gap and unequal distribution of wealth, so the traditional market focuses on this sector; there is significant presence of informal work in the economy that does not meet the requirements and conditions required by the traditional financial system, which generates distrust in the financial system; the offer of financial products inadequate to the socioeconomic profile of the low purchasing power population persists.

Regarding the gender gap, the factors that contribute are

discrimination,

the

lack

of

financial

education,

the

existence

of gender

roles

and,

therefore,

lower

participation

in

the

formal economy:

women

can

have

less

participation

in

the

formal economy,

which

difficults

their

access

to

financial

services.

The

ENIF

2024

shows

a gender

gap

of

8.1

percentage

points,

which

implies

that

there

is

no

adequate

and growing

financial

inclusion

of

women

in

economic

activity

and

personal development,

which

places

them

in

a

situation

of

vulnerability.

As

a

result

of

the

causes

that

originate

the

financial

exclusion

of

the

population,

the

following

adverse

effects

on

the

development

of

the

population

and

their

localities

are

identified,

such

as

less

access

to

credit

and

financial

services

that

inhibit

local

productive

development,

difficulting

entrepreneurship

and

support

for

micro

and

small

enterprises;

saving

and

investment

are

difficulted,

affecting

the

construction

of

wealth

and

the

financial

security

of

the

population;

there

is

a gender

gap,

which

has

its

origin

in

the

lack

of

education

and,

consequently,

less

access

to

credit,

difficulting

the

development

of

productive

initiatives

and

the

construction

of

personal

wealth;

the

unregulated

financial

market

is

promoted

with

high

financial

costs,

which

incentivizes

informal

savings

systems

that

put

people's

wealth

at

risk;

all

this

to

the

detriment

of

innovation

and

productivity

which

finally

affects

the

local economy.

The

above

characteristics

explain

the

low

banking

coverage

(10) /

and

the

adverse

effects

on

communities

that

lack

access

to

financial

products

and

services

as

a

result

of

biased

public

policies

until

before

the

Fourth

Transformation,

for

which

work

is

going

on

to

gradually

reverse

their

effects.

To

address

the

public

problem,

it

is

necessary

to

make

significant

investments

in

physical

and

telecommunications

infrastructure;

however,

on

the

one

hand,

private

entities

are

discouraged

due

to

the

low

expected

profitability

and,

on

the

other

hand,

investment

efforts

by

the

State

for

the

deployment

of

infrastructure

for

providing

in-person

and

distance

services

are

carried

out

in

permanent

scenarios

of

low

budgetary

resource

availability.

Likewise,

regarding

access

to

credit

to

finance

productive

projects

for

the

excluded

population,

traditional

banking

shows

little

interest

due

to

the

risk

of

offering

this

service

to

a

population

that

does

not

have

adequate

guarantees

or

lacks

financial

history

or

the

lack

of

financial

education

that

does

not

allow

them

to

drive

an

efficient

business

that

includes

planning

their

personal

financial

management.

Therefore,

the

lack

of

access

to

productive

credit

forces

this

population

to

use

financing

mechanisms

different

from

those

that

a

formal

financial

organization

can

offer,

putting

their

wealth

and

personal

security

at

risk.

Finally,

in

those

localities

where

private

entities

do

not

offer

financial

services

and

products,

either

in-person

or

distance,

the

effects

are

negative

and

high-impact

for

populations

because

individual

and

collective

development

capacities

are

inhibited

to

reduce

poverty

and

competitiveness

to

strengthen

the

productive

fabric

and,

with

it,

work

and

welfare

opportunities.

On

the

other

hand,

the

Mexican

legal

system

provides

that

access

to

credit

is

a

human

right

(11) /

. This

premise

is

based

on

Article

1

of

the

Political

Constitution

of

the

United

Mexican

States

(CPEUM),

which

imposes

on

all

authorities

the

obligation

to

promote,

respect,

protect,

and

guarantee

human

rights,

in

accordance

with

the

principle

of

progressivity.

The

State

has

the

duty

to

adopt

the

necessary

measures

to

progressively

expand

the

effective

enjoyment

of

fundamental

rights.

In

this

context,

access

to

credit

represents

a

key

tool

to

improve

the

living

conditions

of

the

population,

promote

self-employment,

strengthen

local

productive

bases,

and

avoid

abusive

financial

practices,

such

as

usury.

Therefore,

the

State's

obligation

to

generate

financial

alternatives

and

accessible

financing

mechanisms,

particularly

for

people

and

productive

sectors

that

are

outside

the

reach

of

the

formal

financial

system,

is

reaffirmed.

Finally,

it

is

estimated

that

once

financial

services

and

financing

are

brought

closer

and

facilitated

to

the

population

that

previously

had

no

access,

local

productive

activity

is

incentivized,

facilitating

financial

transactions

and

access

to

financing

and

support,

producing

a

positive

impact

on

job

generation.

For

the

above,

it

is

established

that

the

public

problem

being

addressed

is:

Population

with

limited

access

to

financial

services

and

financing

that

faces

difficulties

in

developing

their

productive

activities.

From

the

definition

of

the

public

problem,

based

on

the

exposition

of

the

conditions

that

generate

it,

the

objective,

strategies,

and

actions

under

FINABIEN's

responsibility

for

the

medium

term

will

be

focused.

Vision

for

the

medium

and

long

terms

As

a

result

of

the

actions

that

FINABIEN

plans

to

carry

out

in

the

medium

term,

it

is

expected

to

have

consolidated

the

catalog

of

support

and

credits,

the

financial

education

program

with

the

promotion

of

savings,

the

deployment

of

service

points

in

the

branch

network,

the

strengthening

of

operations

for

greater

capture

of

international

remittances,

and

the

placement

of

FINABIEN

cards

in

Mexico

and

in

the

United

States,

to

strengthen

financial

inclusion

among

population

segments

that

are

mainly

in

municipalities

of

high

and

very

high

marginalization,

as

well

as

in

low-income

urban

zones.

The

bases

for

the

deployment

of

financial

inclusion

are,

on

the

one

hand,

in

the

consolidation

of

the

coverage

and

operation

of

financial

services,

based

on

a

more

robust

FINABIEN

branch

network

that

has

strategically

permeated

the

national

territory

to

fulfill

its

social

purpose

of

bringing

financial

services

closer

to

the

population

requiring

financing

for

productive

projects.

On

the

other

hand,

FINABIEN,

based

on

a

Fintech

company

design

that

complies

with

regulations

and

corporate

organization

aligned

with

legal

provisions

issued

by

regulatory

entities,

will

have

a

broader

and

more

intensive

penetration

with

its

beneficiaries

and

clients

who

will

have

24/7

access

to

services

and

productive

credits,

through

applications

own

to

a

technology

company

associated

with

popular

finance.

Also,

for

the

medium

term,

it

is

planned

to

progress

in

a

consolidated

manner

the

financial

inclusion

of

indigenous

peoples

considering

the

General

Law

of

Linguistic

Rights

of

Indigenous

Peoples,

through

the

promotion

of

financial

education,

the

promotion

of

savings,

and

access

to

support

and

productive

credits

in

their

original

language

with

emphasis

on

productive

support

for

women.

In

the

long

term,

with

the

sustained

achievement

of

objectives

to

reach

FINABIEN's

vision,

it

is

considered

to

have

significantly

contributed

to

the

landscape

of

access

to

basic

financial

services,

savings

promotion,

and

financing

in

Mexico,

mainly

in

the

population

inhabiting

rural

zones

in

municipalities

of

high

and

very

high

marginalization,

as

well

as

in

low-income

urban

popular

zones.

The

strategy

is

sustained

by

Mexican

Humanism,

oriented

to

eradicate

and

inhibit

historical

barriers

that

had

consolidated

in

the

neoliberal

model,

to

move

to

better

delivery

of

public

services

and

maximize

the

social

impact

of

the

financial

inclusion

policy

in

Mexico,

among

the

population

that

is

outside

the

interest

of

traditional

finance.

By

consolidating

an

integral

and

coordinated

service

model,

FINABIEN

positions

itself

as

a

pillar

in

the

construction

of

the

Second

Floor

of

the

Fourth

Transformation

in

Mexico,

bringing

welfare

directly

to

the

hands

of

all

Mexicans,

especially

those

who

need

it

most.

Achieving

that

the

branch

network

consolidates

as

a

financial

tool

that

promotes

welfare

at

the

national

level,

in

which

any

citizen,

regardless

of

their

geographic

location,

can

access

a

wide

range

of

financial

services

and

products,

either

in-person

at

the

nearest

FINABIEN

branch,

or

distance

through

technological

applications

in

the

financial

sector

put

into

operation.

Looking

towards

the

year

2045,

FINABIEN's

vision,

under

the

sustained

success

of

this

objective,

is

projected

as

a

pillar

in

the

construction

of

a

more

equitable,

prosperous,

and

resilient

Mexico,

where

the

organization

is

a

driving

force

for

community

and

local

development

as

an

agent

of

integral

welfare.

Its

branches,

in

collaboration

with

other

entities,

will

facilitate

the

implementation

of

community

productive

projects,

employment

training,

financial

and

digital

education

workshops,

and

local

capacity

development

programs.

They

will

be

spaces

for

encounter

and

articulation

for

communities,

promoting

self-management

and

empowerment.

In

this

vision,

FINABIEN

will

not

only

have

fulfilled

its

objective

of

supporting

programs,

but

will

have

become

a

transformative

institution,

a

symbol

of

an

effective,

close,

and

people-serving

government,

fundamental

consolidating

the

principles

and

values

of

the

Second

Floor

of

the

Transformation

in

long

The

challenge

for

FINABIEN

is

to

create

synergy

with

new

and

better

operational

models,

with

development

banking,

to

offer

financial

services

in

the

national

territory

through

the

operation,

growth

of

connectivity,

and

availability

of

communication

in

the

Branch

Network

located

in

low-income

urban

zones,

distant

and

difficult

to

access,

dependencies

and

agencies

of

the

three

levels

of

government,

and

private

entities

that

require

it,

without

affecting

the

segments

of

private

entities

operate

regularly

development

poles

this

in

an

environment

where

there

is

increasingly

budgetary

resources

market

tends

succeed

rapidly

through

the

participation

of

new

technological

services.

Of

the

1,264

municipalities,

the

target

market

in

each

year

will

be

determined

with

the

opening

and

launch

of

new

service

points

considering

criteria

of

social

and

economic

profitability.

This

failing

to

value

the

closure

and

of

service

points

on

profitability

and

highlighting

the

companies,

which

corresponded

to

17.1%

of

the

companies

that

applied.

Of

these,

21.9

% were

given

neither

reasons

nor

causes,

21.6%

were

The

impacts:

the

budgetary

restrictions

and

in

compliance

with

FINABIEN's

mission,

the

strategic

objective

of

service

coverage

through

the

branch

network

is

to

sustain

the

number

of

people

and

gradually

increase

them

by

bringing

financial

services,

and

financial

education

closer.

In

this

context

of

improvement

and

viability

of

services,

the

specific

strategy

for

new

openings,

as

well

as

the

closure

and

relocation

of

deficitary

branches

to

promote

their

the

4. Substantive Programs and Projects of FINABIEN

To achieve its Mission in the 2025-2030 period, FINABIEN has proposed defining and implementing 11 projects and programs whose purpose is to establish the optimal bases to maximize the operation of the Organization, which is oriented toward the provision of reliable and timely financial services and products according to the socioeconomic profile of the population that requires them, with emphasis on the most disadvantaged.

1. Financial Education Program for persons accredited and/or supported with some of the Financial Products

The main objective of the program is to offer training and guidance on financial matters to persons who are already developing a productive activity, as well as to those who have some financial product and/or savings, with the aim of strengthening their knowledge and improving the management of their resources.

The program is designed to include those persons who are already accredited or who receive support through some of the financial products of FINABIEN. Its main objective is to provide them with knowledge and tools so that they can better manage their finances, make informed decisions, and take full advantage of the benefits of the products they have, by reducing vulnerability to economic emergencies and improving their quality of life.

2. Program for the Promotion and Development of Financial Products

Its main objective is to promote financial inclusion, strengthen financial education, promote the use of financial services. Improve the protection of user persons, and contribute to local economic development, thus improving access and use of financial products among the population during this administration, with emphasis on the most unprotected. Likewise, consider support schemes, through word-of-credit loans, for indigenous and Afro-Mexican women artisans.

The main expected changes include greater financial inclusion that promotes formality and its benefits, which will allow more persons to access services such as credit and savings from traditional banking, thus improving their economic well-being and quality of life.

3. Design of financing products (support and credits) and their allocation

The project focuses on the design of financing products, such as support and credits suitable for the socioeconomic profile of the population inhabiting municipalities of high and very high marginalization, as well as in urban popular zones, which unfortunately do not meet the requirements of the regular financial system because they lack credit history and financial collateral that reduces credit risk.

The objective of the program is to create more accessible financing options, adapted to the needs of different groups of the population, particularly those in situations of vulnerability.

4. Recovery of support and credits

The recovery of assigned support and credits is a fundamental activity, since, to the extent that greater recovery is achieved, it will motivate the assignment of new support and financings for more persons. The main objective of the program is to reactivate and strengthen the support and credits that have already been granted, ensuring the viability of the incentives for their recovery, as well as the execution of administrative procedures that could be applied. This implies having the files and databases that allow the review, update of pending balances to be collected that facilitate recovery and minimize cases of non-compliance and irregularities, with the purpose of maintaining the sustainability of the program.

It should be noted that permanent actions are carried out to exhort beneficiary persons to fulfill their moral commitment.

5. FINABIEN Fintech Company

In coordination with the different areas of FINABIEN, the diagnosis, evaluation, and eventual launch of a technological platform (Fintech-FINABIEN) will be promoted, in compliance with the Law to Regulate Financial Technology Institutions and other applicable regulation issued by the corresponding instances.

Its implementation is expected to facilitate access to digital financial services, improve financial inclusion, and reduce risks that could affect the assets of persons, as well as traditional barriers, which in the end will contribute to improving the economic well-being of the population, promoting greater autonomy, an alternative for financial health, and growth opportunities.

During this administration, legal-administrative studies will be carried out for its operational and regulatory implementation with the fundamental axis consisting of technology that facilitates 24/7 use of financial products and services, thus promoting inclusion and improving the management of their resources.

6. Project for the reengineering of the automated operation systems of the branch network

The program for the reengineering of the automated operation systems of the FINABIEN branch network is designed to modernize and optimize the technological systems that support operations in the branch network. Improvements will be implemented in the infrastructure and in automated processes to offer a more efficient, secure, and agile service to persons demanding services and access to financial products.

7. Strategic and operational projects in the field of ICT

The project is focused on strengthening and modernizing the Information and Communication Technologies that back up the financial services offered in the branch network to persons demanding the service, as well as those accredited and supported with financial products.

The main changes expected include greater efficiency in resource management, a simpler and safer experience for user persons, and greater digital inclusion. This will allow more persons to access FINABIEN financial products quickly and reliably, promoting their economic well-being and facilitating their participation in the formal economy.

8. Collaboration agreements for housing and support for other budgetary programs

This administration foresees that the social profile of FINABIEN will expand its perspective to interact with other government entities that can make use of its infrastructure through the branch network, for the optimization of their services. For this purpose, collaboration agreements for housing are foreseen, as well as supporting other budgetary programs of FINABIEN.

Strategic alliances will be established with different public institutions and programs to expand opportunities for access to housing and other social benefits. Among the main changes expected with the implementation of these agreements include greater integration of resources and services, which will facilitate that user and beneficiary persons of priority government programs can access solutions, whether housing and social coverage, in a simpler way and with better conditions.

9. Program for the expansion of coverage of the branch network and relocation of service points

The program for the expansion of coverage of the FINABIEN branch network has as its objective to bring financial services closer to more persons, mainly in municipalities of high and very high marginalization, as well as in urban popular zones, especially in areas where there is still not sufficient presence of branches.

The opening of new branches will be promoted selectively and strengthening of existing ones to facilitate access to financial products, to reduce geographic barriers and improve attention to the population. The main changes expected with the implementation of this program include greater financial inclusion, since more persons will be able to access the services and products of FINABIEN in their communities. This will contribute to reducing inequalities in access to financial resources, promote local economic development, and improve the quality of life of persons, by facilitating tools for them to reach their goals and strengthen their economic well-being.

10. Commercial program for remittances, collection on behalf of third parties, payrolls and pensions, banking correspondents, and telegraphic services

The commercial program for remittances, collection on behalf of third parties, payrolls and pensions, banking correspondents, and services of FINABIEN is designed to expand and improve the offer of financial services to persons accredited and/or supported with FINABIEN products during this administration.

The program seeks to facilitate access to different services that allow persons to receive money, make payments, and manage their finances in a simpler and safer way.

11. Program for the measurement and satisfaction of user persons of services in the branch network

The program for the measurement and satisfaction of user persons of services in the FINABIEN branch network has as its objective to evaluate and improve the experience of persons accredited and/or supported with financial products during this administration.

The program allows adjusting and continuously improving the processes and attention in the branches, ensuring that persons have a positive and efficient experience in their procedures or consultations.

5. Objectives of the Institutional Program

FINABIEN, through its Mission, general axes, and the objectives that make up the Institutional Program 2025-2030, aligns with the NDP 2025-2030 through the "General Axis 2. Development with well-being and humanism"; "II. Fraternal Republic"; "Objective 2.1: Strengthen the social protection network to guarantee the social and economic inclusion of the entire population, with special attention to groups in situations of vulnerability", and with the commitments "23: Strengthen the Financial Institution for Well-being", and "24: Support for indigenous women artisans", which are part of the 100 commitments for the Second Floor of the Fourth Transformation.

The Mission of FINABIEN is to offer financial services and products with emphasis on the most unprotected social groups, which contribute to closing the financial gaps of the country.

To achieve its objectives, FINABIEN identified two general axes that articulate the five objectives of the Institutional Program 2025-2030, which contribute to PRONAFIDE 2025-2030:

General Axis 1. Offer financing products adapted to the needs of the population with limited access to the financial system, to support the development of their productive activities.

General Axis 2. Provide financial services through the branches of FINABIEN, with the purpose of prioritizing the population located in zones with limited financial infrastructure.

Relevance of the objectives:

Objective 1. Promote programs and financial education contents directed at the population with potential access to financing and institutional support, with the purpose of strengthening their capacities and competencies in resource management, raising their quality of life and, consequently, favoring the recovery of financings, thus expanding the reach of benefits to a greater number of persons.

Financial education implies equipping persons with the knowledge, skills, and attitudes necessary to make informed decisions about the management of their economic resources; likewise, financial education fosters the culture of saving and planning, aspects essential for persons to face emergencies and improve their quality of life in the long term. When the population understands basic concepts such as interest, payment capacity, the importance of saving, and financial planning, they can better evaluate the conditions of the support and credits they receive. This reduces the probability of excessive indebtedness, delinquency, and, ultimately, the loss of resources by financial institutions and by the beneficiaries themselves.

Promoting financial education helps reduce these risks, since beneficiaries become more responsible and aware of their commitments. Furthermore, by understanding the terms and conditions of credits better, they can plan their payments and avoid situations that could jeopardize their economic stability. This, in turn, increases the recovery rates of financings and supports the continuity of support programs, allowing more persons to access these resources in the future. Additionally, a well-informed population is more prone to responsibly take advantage of financing opportunities, which favors the sustainability of programs and the stability of the financial system in general.

Currently, financial inclusion and access to economic support and credits represent a fundamental tool for the economic and social development of communities. However, the mere fact of offering financing does not automatically guarantee its adequate use or the effective recovery of invested resources. Therefore, the objective of institutions like FINABIEN to promote financial education among the population susceptible to accessing financing and support proves to be a key strategy to enhance the benefits of these instruments, improve the recovery of financings, and, consequently, benefit a greater number of persons.

One of the main challenges facing institutions that grant financing and support is delinquency and the recovery of invested resources. When beneficiary persons do not understand the importance of fulfilling their obligations or do not have the tools to manage their finances, the risk of non-compliance increases. This not only affects the profitability and sustainability of programs, but also limits the institution's capacity to expand its reach and benefit more persons. A population that understands and adequately manages its finances has greater possibilities of emerging from poverty, investing in their education, health, and well-being, and contributing to the economic development of their community.

Financial inclusion, accompanied by adequate education, fosters equality of opportunities and reduces social gaps. Likewise, by strengthening the culture of payment and financial responsibility, safer and more reliable environments are generated for institutions that grant credits and support. This can translate into lower interest rates, greater availability of resources, and a greater capacity to design programs that respond to the real needs of the population.

Objective 2. Offer financial products and services adequate to the needs of the population to promote the development of their productive activities.

FINABIEN determines as one of its axes "Offer financing products adapted to the needs of the population with limited access to the financial system, to support the development of their productive activities"; in this sense, the present Institutional Program contemplates as a priority project the proposal to create a Financing Program, through formal credits, parallel to the current Support Program.

In this sense, the decree published in the DOF on April 1, 2025, in its article 3°. FINANCIAL INSTITUTION FOR WELL-BEING states that it has the following functions, fraction II bis.

In matters of financial services and financing, it may, inciso b) which reads "Execute programs related to the granting of resources that are determined in the Expenditure Budget of the Federation or from other sources of financing under its charge and, if applicable, from other dependencies and entities of the Federal Public Administration, when necessary, in terms of the applicable legal provisions".

According to the CNBV (2024), through the PAIF 2024, it indicates that the PNIF is composed of a general objective, which consists of "Strengthening the financial health of the Mexican population, through the increase in access and efficient use of the financial system, the development of economic-financial competencies, and the empowerment of user persons"; a transversal strategy, which is "Generate information and research to identify barriers and areas of opportunity in the financial inclusion of the population"; and six objectives, each of which deploys strategies and lines of action to promote both financial inclusion and economic-financial competencies, as well as the protection of user persons of financial products and services in Mexico.

Among the objectives of the PNIF that refer to the development of financial products are the following:

1. Facilitate access to financial products and services for persons and MSMEs.
2. Increase digital payments among the population, businesses, companies, and the three levels of government.
3. Strengthen the infrastructure to facilitate access and provision of financial products and services and

FINABIEN

Mexican

Financial

System.

In

view

of

the

foregoing,

this

Institutional

Program

links

a

set

of

lines

of

action

and

projects

to

achieve

said

objective.

The

first

stage,

as

already

mentioned

in

the

previous

paragraph,

is

to

promote

a

program

of

strengthening

and

developing

institutional

capacities.

Once

the

requirements

established

by

our

financial

system

regulatory

bodies

are

met;

the

goal

is

to

formalize

with

national

and

international

financial

intermediaries,

the

regulated

funding

of

resources

so

that

FINABIEN

can

begin

the

placement

and

dispersion

of

credits

under

a

scheme

that

addresses

the

following

aspects:

• Development

of

credit

products

adapted

to

the

needs

of

the

target

population,

in

terms

of

requirements,

amounts

appropriate

to

their

debt

capacity,

terms

and

maturities

aligned

with

the

business

cycles

of

beneficiary

persons,

with

accessible

interest

rates

and

timeliness

in

the

delivery

of

resources.

• In

this

regard,

the

implementation

of

one

or

more

financing

programs

is

proposed

as

a

priority

project,

under

the

figure

of

formal

credits,

in

compliance

with

the

considerations

already

mentioned,

which

must

be

concretized

throughout

the

current

administration.

Regarding

the

Fintech

project,

FINABIEN's

main

objective

is

to

provide

accessible,

inclusive,

and

efficient

financial

services

to

the

population,

especially

to

sectors

traditionally

excluded

from

the

banking

system,

such

as

migrants

and

rural

communities.

This

purpose

naturally

aligns

with

the

principles

governing

the

Law

to

Regulate

Financial

Technology

Institutions

(Fintech

Law),

as

both

seek

to

democratize

access

to

financial

services

through

the

strategic

use

of

technology.

Objective

Consolidate

the

coverage

of

service

points

and

operations

within

the

Branch

Network,

in

order

to

bring

a

broader

range

of

financial

services

to

the

target

population.

In

a

context

where

financial

inclusion

is

critical

for

economic

and

social

development,

the

expansion

and

improvement

of

service

points

of

institutions

such

as

FINABIEN

play

a

fundamental

role

in

decreasing

the

gap

in

this

sector.

One

of

the

main

strategies

to

bring

financial

services

closer

to

the

population

is

the

opening

of

new

service

points

and

the

relocation

of

existing

ones

to

places

where

there

is

greater

demand

or

where

there

is

currently

little

presence

of

financial

institutions.

This

not

only

facilitates

physical

access,

but

also

reduces

the

geographic

and

economic

barriers

that

many

people

face

to

access

financial

services.

The

presence

in

different

communities

allows

beneficiaries

to

carry

out

procedures,

request

financing,

and

receive

advice

in

a

more

convenient

and

timely

manner,

thereby

promoting

inclusion

and

the

responsible

use

of

financial

products.

Consolidate

both

the

coverage

of

service

points

and

operations

within

the

branch

network,

in

order

to

bring

a

broader

range

of

financial

services

to

the

target

population.

This

will

be

achieved

through

the

opening

of

new

points,

relocations,

improvements

in

mobile

applications,

the

expansion

of

financial

services

and

financing

provision,

and

the

promotion

of

financial

education.

Mexico

currently

has

an

approximate

population

of

126

million

inhabitants,

of

whom

22%

(27

million)

are

located

in

urban

popular

zones,

as

well

as

in

rural

zones

and

indigenous

communities

of

difficult

access,

which

lack

basic

financial

services,

due

to

insufficient

attention

from

private

companies

providing

basic

financial

services.

The

high

costs

associated

with

the

business

models

of

taking

these

services

to

remote

and

difficult-to-access

zones,

as

well

as

their

low

profitability,

reduce

individuals'

expectations

to

invest

in

this

segment

of

services.

Unmet

needs

in

the

context

of

the

lack

of

basic

financial

services

mean

that

the

population

in

urban

popular

and

rural

areas

do

not

have

the

means

to

carry

out

financial

operations,

which

forces

them

to

use

different

means,

putting

their

assets

at

risk,

in

addition

to

the

management

of

cash

to

reach

other

populations

where

there

are

customer

service

modules

of

such

financial

institutions.

The

generation

of

more

and

better

channels

for

financial

inclusion,

in

populations

where

there

is

currently

a

clear

neglect

by

other

providers

of

traditional

banking

services,

contributes

to

the

social

delay

that

persists

within

those

communities

living

in

conditions

of

marginalization.

In

particular,

where

an

old

situation

of

poverty

proliferates,

and

which,

in

many

cases,

has

an

indigenous

composition.

The

incorporation

of

these

sectors

through

the

presence

of

FINABIEN

contributes

to

the

principle

of

leaving

no

one

behind,

no

one

out,

with

which

the

incentivization

of

the

local

economy

of

these

communities,

their

production,

the

generation

of

new

technologies,

and

the

reduction

of

some

variables

of

inequality

are

foreseen.

Similarly,

to

the

banking

of

these

marginalized

sectors,

is

added

the

incorporation

of

several

women

who,

in

accessing

the

products

and

services

provided

by

FINABIEN,

find

an

agent

that

contributes

to

their

empowerment,

allowing

them

to

abandon

a

disadvantaged

position

regarding

economic

opportunities,

participation

in

the

labor

force,

and

their

contribution

to

the

family

economy.

In

Mexico,

a

significant

segment

of

the

population

remains

outside

the

services

of

the

formal

financial

system.

Most

of

the

excluded

population

is

located

in

municipalities

with

a

population

of

less

than

50,000

inhabitants.

Through

its

extensive

branch

network,

FINABIEN

has

a

presence

in

1,211

municipalities

in

the

country,

which

represents

a

coverage

of

85.78%

of

the

total

population

of

the

country,

equivalent

to

almost

109

million

inhabitants.

Against

this

background,

the

Organization's

efforts

are

directed

to

cover

those

populations

that

currently

do

not

have

FINABIEN

presence,

equivalent

to

almost

17.9

million

inhabitants

distributed

within

1,264

municipalities.

The

objective

is

to

bring

basic

financial,

financing,

and

savings

services

to

this

missing

segment

of

the

population

(14.22%),

as

they

have

few

alternatives

for

carrying

out

their

financial

transactions.

The

callenge

is

to

have

at

least

one

FINABIEN

branch

in

30%

of

the

remaining

municipalities,

which

are

the

and

the

promotion

savings

FINABIEN,

advantaged

population

tools

confront

major

advantages

infrastructure

those

rural

marginalized

lack

of

physical

infrastructure,

of

this

protection

encryption,

strengthened

persons

coordination

have

made

it

for

citizens

to

access

essential

public

programs

services.

This

translates

into

low

operational

efficiency

where

each

entity

and

organization

operates

independently,

duplicating

efforts,

resources,

and

generating

high

costs;

the

absence

of

unified

customer

service

points

limits

the

government's

capacity

to

reach

rural

communities

and

vulnerable

populations

that

are

difficult

to

access;

likewise,

the

need

to

visit

multiple

government

offices

to

carry

out

procedures

or

access

different

programs

discourages

participation

and

utilization,

especially

for

people

with

limited

time

or

economic

resources,

resulting

in

areas

with

less

development

and

greater

geographic

dispersion

being

the

most

affected

by

this

fragmentation,

deepening

gaps

inguality

in

people's

well-being.

The

branch

network

of

FINABIEN

represents

infrastructure

with

great

potential

for

utilization

that,

until

recently,

was

not

being

used

to

its

full

capacity

for

social

development

purposes.

This

meant

a

valuable

resource

was

underutilized

in

terms

of

territorial

presence.

Despite

advances,

a

considerable

portion

of

the

Mexican

population,

especially

in

rural

areas,

still

faces

barriers

to

accessing

basic,

traditional,

and

digital

financial

services.

Although

FINABIEN

is

not

a

traditional

financial

institution,

its

branch

network

can

act

as

a

facilitator

for

financial

inclusion,

by

bringing

programs

that

promote

banking

or

access

to

digital

tools.

The

absence

of

robust

collaboration

mechanisms

and

formal

agreements

between

federative

entities,

municipalities,

and

the

federal

government

has

hindered

the

homogeneous

and

effective

implementation

of

public

policies

throughout

the

national

territory.

The

consequences

of

not

addressing

these

problems

are

profound

and

directly

affect

the

well-being

of

the

population,

such

as:

the

difficulty

in

accessing

basic

financial

services,

social

programs,

and

productive

support

maintains

cycles

of

poverty

and

limits

opportunities

for

individual

and

community

development;

the

lack

of

coordination

and

duplication

of

efforts

leads

to

an

inefficient

use

of

public

resources,

impact

Well-being

Government

The strategic planning instruments that guide the institutional activity of the agency for the achievement of its

solutions, products and cutting-edge services.

Annex 3. Glossary of Terms

Artisans. - Women who dedicate themselves to the elaboration of crafts.

Craft. - It is an object or product of community cultural identity, made by continuous manual processes, assisted by rudimentary implements and some of mechanical function that lighten certain tasks.

Supports. - Resource under the patrimony of the Trust of the Financial Institution for Well-being, which is granted to individuals, legal entities, or collectives in the modalities determined, to be destined for the development of productive activities.

Collection on behalf of third parties. - Through this service, companies and large users, both public and private, are offered the service of receiving payments (accounts) in the branches of the country, such as telephone, electricity, catalog sales, taxes, fees, and others, delivering the amount of money collected through electronic fund transfers to the account assigned by the company itself.

Credits. - Financial operation in which a public or private entity (lender) makes available to another, individuals or legal entities (borrower), a sum of money or obliges itself to fulfill an obligation on behalf of this, with the commitment that the borrower will return said sum or fulfill the obligation, generally with interest and other charges.

Credit by Word. - Financial support granted to people with a productive activity or owners of a micro or small business.

Diagnosis. - Analysis document that seeks to identify the problem that a public program seeks to resolve and also detail its relevant characteristics.

Effects. - Direct or indirect consequences of a problem, or of carrying out an action, policy, or program.

Deliverables. - Refers to the products, documents, goods, services, or supports generated by the program and delivered to the recipients, with the purpose of addressing or mitigating the identified problem or need. According to the Logical Framework Methodology, deliverables must be aligned with the components.

File. - Ordered set of physical documents, which gather the necessary information about an individual or legal entity and that supports the supports granted.

Electronic File. - Ordered set of electronic documents that gather the necessary information about an individual or legal entity and that supports the supports granted.

Trust. - Public administration and payment trust named "Trust of the Financial Institution for Well-being".

Trustor. - Financial Institution for Well-being.

Trustee. - Bank of Well-being, National Credit Society, Development Banking Institution.

FIME. - Strategic Monitoring Sheet. It is a Performance Monitoring Instrument in which the central objective that a budgetary program intends to achieve to solve the public problem is established, and in which strategic and management indicators are defined that allow monitoring the objectives and goals defined from the Design Instrument, considering the diversity of Responsible Units that participate in the same budgetary program.

Telegraphic Franchise. - National Telegram Service that is provided free of charge to electoral organisms, national, regional, state, and district committees of the Federal Electoral Institute, to the Judicial Branch of the Federation, to the Chamber of Deputies, and all those organisms dependent on the Federal Government, that invoke the Amparo Law and that are registered to obtain the benefit of this prerogative.

Marginalization Index. - According to the National Population Council, it is a summary measure that allows differentiating the different geographic units of the country according to the global impact of the deficiencies faced by the population derived from the lack of access to education, health services, adequate housing, as well as insufficient goods and income.

Logical Framework Methodology. - Tool used in the Federal Public Administration for the design of budgetary programs (Pp). Through it, the matrix is elaborated that describes the end, purpose, components, and activities of a public program; as well as its respective indicators, goals, means of verification, and corresponding assumptions. With the marginalization index, it is possible to identify the existing territorial disparities in the country at a given moment.

Microcredit. - It is a modality of small amount and low interest loan that the government grants to finance medium, small, and very small companies, as well as to people with informal economic activity and self-employment who are insolvent or have limited access to the formal credit market due to lack of collateral, this with the purpose of promoting their economic development.

Microbusiness. - It is an informal economic unit composed of no more than ten people, whose main objective is to develop a productive activity to generate income.

SMEs. - Micro, small, and medium-sized companies legally constituted, based on the stratification established by the Ministry of Economy in agreement with the Ministry of Finance and Public Credit and published in the Official Journal of the Federation:

Agricultural, livestock, forestry, fishing, aquaculture, mining, artisan, and cultural goods producers, as well as people providing tourist and cultural services, are included.

Program Payment. - Through this service, it is offered to the dependencies or entities of the Public Administration and companies in the private sector (Large Users), the transfer of various payment orders for the concept of economic supports in favor of the beneficiaries considered in the different programs, to be paid the amounts of money through the branches in the Mexican Republic, reintegrating to the dependencies, entities, or companies the resources not delivered in the agreed deadlines.

Payments on behalf of third parties. - Through this service, it is offered to companies, both public and private (Large Users), the transfer of various payment orders in favor of beneficiaries for the concept of payrolls, pensions, commissions, economic supports, and others, to be paid the amounts of money through the branches in the Mexican Republic, reintegrating to the companies the resources not delivered in the deadlines.

Person with productive activity. - Individual who carries out any economic activity (seller, merchant, employee, professional, etc.), who has rights and obligations.

Target Population. - It is the set of people who make up the potential population and that a budgetary program has planned to attend in the short term. In some cases, by regulation, it is equal to potential focus population.

Potential Population. - It is the population that presents the problem whose attention justifies the budgetary program.

Vulnerable Population. - Person or group that, due to their characteristics of disadvantage by age, sex, marital status, educational level, ethnic origin, situation or physical and/or mental condition; require an additional effort to incorporate into development and coexistence.

Financial products. - Instruments that allow people and companies to manage their money, whether to save, invest, or finance their activities. These products are offered by financial institutions and vary from savings accounts and credit cards to loans and investments.

Financial Support Program for Family Microenterprises. - Financing that was granted to micro and small companies to face the economic crisis caused by the pandemic caused by COVID and that the population identified it as Credit by Word or CBW.

Microcredit Program for Well-being. - Better known as "Tandas for Well-being" was a program from the previous term that offered loans to people with productive activity or small businesses that usually do not have access to traditional financial services, with the objective of fostering entrepreneurship, established businesses, and local economic development.

Reimbursements. - Resources coming from the payments made by the beneficiaries of the Microcredit Program for Well-being and the Financial Support Program for Family Microenterprises, as well as from the Supports granted by the Financial Institution for Well-being, that the supported people make, received in the Trust's account through the Participating Financial Institutions, the Financial Institution for Well-being, and the Treasury of the Federation, which are reintegrated to the Trust's Patrimony.

Money remittances for banking services (Banking Correspondence). - Refers to the services associated with telegraphic giro, relative to the interconnection of systems with banking institutions, for money transfer services, among others; in this way, it is offered in the branches in the Mexican Republic, to carry out on behalf and in the name of the different banking institutions, various financial operations.

International money remittances. - It is the transfer of a payment order in favor of a beneficiary, which is issued from abroad through foreign money transfer companies or institutions, to be paid in Mexico through the branches. Likewise, the transfer of money from Mexico through said branches to be paid abroad through agents is offered.

Financial Services. - They refer to the set of services provided by FINABIEN such as: financing, promotion of popular savings without collecting resources from the public, issuance and payment of national and foreign telegraphic giros (national and international remittances), banking correspondence (cash withdrawal, deposits, and credit card payments, payroll), payment and collection on behalf of third parties (payment of fixed telephone, top-ups to cell phones, pay TV; payment of water, taxes, property tax, among others), and telegram services (counter and large users).

Subsidy. - Assignments that the Federal Government grants for the development of priority activities of general interest, through the dependencies and entities to the different sectors of society, with the purpose of supporting their operations; maintaining price levels; supporting consumption, distribution, and commercialization of goods; motivating investment; covering financial impacts; promoting technological innovation; as well as for the promotion of agricultural, industrial, or service activities. These subsidies are granted through the direct assignment of resources or through fiscal incentives.

FINABIEN Branch. - It is an office through which various services are provided to the general public such as: Banking Correspondence, payment on behalf of third parties, collection on behalf of third parties, sending and collection of international remittances, sending of national giros, and sending of national telegrams.

Telegram. - Printed text message with home delivery, which is transmitted by computer and satellite network through the branches. Service modalities: ordinary, urgent, telegrams with receipt acknowledgment, and telegrams with paid response. The telegram also has value in judicial processes. The message assumes the confidentiality of the data (secrecy).

Telegram to Large Users. - It is a service offered to companies that send large volumes of messages within the Mexican Republic, and use the telegram as a message medium and that has documentary value for administrative and judicial authorities. It is delivered at the recipient's home. Service modalities: ordinary, urgent, and with receipt acknowledgment.

Electronic fund transfer. - It is the service that allows making payments between customers of different banks.

Responsible Unit (UR). - It is the minimum unit endowed with a budget allocation, to which resources from the Federal Expenditure Budget are assigned. The URs are responsible for exercising federal public spending, in accordance with what is provided in Article 24 of the Federal Budget and Fiscal Responsibility Law; Articles 23, fraction IV, and 64, fraction I of the Regulations of the Federal Budget and Fiscal Responsibility Law, and for such purposes they are constituted through an identification key determined by the Budget Policy and Control Unit.

Remote Counter. - An extension of a branch that operates as a public service point depending on a main branch, with the purpose of serving a larger number of people in a locality.

Vulnerability. - Condition in which certain sectors or groups of the population find themselves, whose access to development and well-being is limited by factors such as age, sex, marital status, ethnic origin, or other social, economic, or cultural circumstances that place them in a situation of risk or disadvantage.

Annex 4. Main Challenges

FINABIEN is undergoing a structural transformation process oriented towards the intensive use of information and communication technologies applied to finance, with the objective of reaching the population that still lacks access to the products and services offered by traditional banking.

This transformation is a natural result of its extensive experience in the financial inclusion of the population in situations of vulnerability, especially that settled in remote rural areas and difficult access, as well as in low-income urban areas that do not have access to the traditional financial system. Through its work, FINABIEN brings basic financial services, banking co-responsibility, third-party collection, payroll payment, and services associated with telegraphic communication.

Likewise, a natural market behavior is observed consisting of the entry of new service providers that tend to displace FINABIEN in the localities; however, the Organization, in its social vocation, focuses on improving the approach of services to the target population through the relocation and closure of branches, as well as the opening of new service points.

For the above reason, the challenges of FINABIEN are synthesized in the following:

1. Design and develop the inclusive financial education program for FINABIEN's target population considering what is provided in the Law of the Linguistic Rights of Indigenous Peoples, with the purpose of generating a culture in the use of tools and applications, promoting savings, as well as awareness of the payment of financial obligations.

2. Determine the viability and legal-administrative and technological design of FINABIEN as a development Fintech company, to promote financial inclusion among the population that does not have access to the products and services offered by the traditional financial system.

3. Design and implement the appropriate ICT system for the execution of FINABIEN's Fintech project.

4. Design and develop financing support and products according to the social and productive profile of the target population.

5. Sustain and increase the funds that make up the trusts from financing sources and the recovery of support and credits, to increase the number of beneficiary people.

6. Consolidate and sustain the coverage of the branch network, bringing financial services and products closer to the population that requires them.

7. Consolidate and sustain the production of financial services in the branch network.

8. Support other programs of the three levels of government related to the collection and distribution of payments.

9. Establish and consolidate the institutional communication strategy to make known the presence and the services and products of FINABIEN.

8 / The "Global Microscope" is a private organization supported, among others, by the Inter-American Development Bank, which carries out its analysis through the Economist Intelligence Unit (EIU), which is integrated with a set of analysts responsible for carrying out technical studies. It proposes to analyze public policies, the stability and integrity of the financial system, the availability of products and points of sale, consumer protection, infrastructure, and compare the favorable environment for financial inclusion in 55 countries, including 21 in Latin America and the Caribbean, to determine how access to financial services is facilitated for all citizens. The Global Microscope was initially developed for countries in Latin America and the Caribbean in 2007, and expanded to a global study in 2009.
