Identification of the Source of Resources for the Program

Banco del Bienestar is an Entity of the Federal Public Administration, Parastatal, Majority State-Owned Enterprise, constituted as a National Credit Society, Development Banking Institution, in accordance with the Credit Institutions Law and its Organic Law, in terms of the Organic Law of the Federal Public Administration, Federal Law of Parastatal Entities, and regulated in its organization and functioning by its Organic Regulation.

All actions considered in the Program, including those corresponding to its objectives, strategies, and lines of action, as well as inter-institutional coordination work for the implementation of said actions, the monitoring, reporting, and accountability of the same, will be carried out charged to the resources approved for the participating spending executors in the Program, in accordance with the Institutional Financial Program of Banco del Bienestar S.N.C., I.B.D authorized by its Honorable Board of Directors and the Expenditure Budget of the Federation for each fiscal year, always attending to the principles of efficiency, effectiveness, economy, transparency, honesty, rationality, and republican austerity of public spending, as well as the corresponding budgetary and administrative provisions.

Legal Framework

The Institutional Program 2025-2030 of Banco del Bienestar is presented, which is based on the following regulations:

-Constitutional Political Law of the United Mexican States.

In article 26, subsection a, the State is identified as responsible for organizing a democratic planning system for national development.

-Planning Law.

In article 17, fraction II, the obligation of parastatal entities to prepare their respective institutional programs is established, attending to the corresponding sectoral programs; likewise, in its article 14, fraction III, it establishes that the SHCP will be responsible for issuing the general criteria for the preparation of programs. Likewise, other articles that support democratic planning: 2, 12, 22, 24, 26 Bis, 29 third paragraph, 30, and 31 second paragraph.

-Federal Law of Parastatal Entities.

In articles 47, 48, and 49, parastatal entities are instructed to comply with the Planning Law, the NDP, as well as the corresponding sectoral programs; likewise, the obligation of the Heads of General Directorates of the entities to formulate the corresponding Institutional Program is established in article 59, fraction II.

-Credit Institutions Law.

In article 31, second paragraph, it establishes that the Institutional Program must be prepared based on the guidelines and objectives of the NDP, the PRONAFIDE, and, if applicable, the other relevant sectoral programs.

-Regulation of the Federal Law of Parastatal Entities.

In article 22, it is stipulated that operations shall be governed by the corresponding sectoral and institutional programs. Meanwhile, in articles 15 and 27, the criteria that must govern institutional programs are established, in order to be congruent.

-Guidelines issued by the SHCP:

Criteria for the management, evaluation, and updating of programs derived from the NDP 2025-2030.

Guide for the preparation of programs derived from the NDP 2025-2030.

Diagnosis of the Current Situation and Long-Term Vision

In the NDP 2019-2024, the creation of Banco del Bienestar was proposed with the objective of offering banking services to the beneficiaries of social programs and eliminating the handling of cash in the distribution of resources from said programs, the above, considering that most of the population in poverty lacked access to the banking system, as in many municipalities of the country there were no branches or ATMs.

To face this challenge, Banco del Bienestar implemented various strategies, among which stand out: the expansion of the network of branches and ATMs; the bancarization of social program beneficiaries through the issuance of debit cards; and the electronic distribution of monetary support to their bank accounts.

Currently, the distribution of support through bancarized means carried out by Banco del Bienestar constitutes a fundamental pillar of the social policy of the Government of Mexico, as it guarantees that pensions, scholarships, and economic support are delivered directly, without intermediaries, and safely, to the beneficiaries of social programs.

The above allows the beneficiary population to have access to financial services and strengthens the economic autonomy of individuals, particularly of the most vulnerable population in the country.

In this sense, and under the perspective of priority attention to beneficiaries of social programs, through the distribution of monetary support by bancarized means of Banco del Bienestar, this Institutional Program recognizes the structural causes that limit access to financial services for this priority population and determines strategies and lines of action oriented to overcome them, in order to achieve the objective defined for the 2025-2030 period.

5.1.

Public Problem.

To offer banking services to the population benefiting from social support and to bring financial services, particularly to the most remote areas, Banco del Bienestar faced various structural conditions that limited access to the financial system and negatively impacted the population, perpetuating conditions of poverty and inequality.

Among these are:

Insufficient infrastructure for access and provision of financial products and services.
Limited access to financial products and services.
Scarce use of payment methods and digital channels.
Weaknesses in financial education and little experience in the use of banking services.
Limited financial inclusion of people in situations of vulnerability.

In the following sections, the background, evolution, and structural causes are addressed, as well as the identified areas of opportunity within the scope of action of Banco del Bienestar, particularly regarding the distribution of monetary support and the attention of the beneficiary population of social programs through bancarized means.

Insufficient infrastructure for access and provision of financial products and services.

The availability of points of access to financial services, including bank branches and ATMs, constitutes an indispensable structural component that allows the beneficiary population to carry out operations, such as withdrawing their monetary support, deposits, service payments, and contracting other formal financial products.

Mexico has historically faced an insufficiency in financial infrastructure compared to other economies.

According to the PAIF 2021, Mexico had only 1.4 bank branches per 10,000 adult persons, compared to 1.9 in Brazil, 3.0 in the United States, 3.9 in Italy, and 5.0 in Spain.

Added to this is a high concentration of infrastructure in the urban area: in 2021, commercial banking had presence in only 900 municipalities, with 11,576 branches, while development banking reached 493 municipalities with 627 branches, implying a coverage of 1,004 municipalities out of the 2,472 existing in the country at that time.

Critically, less than 1.5% of rural municipalities had a bank branch.

The low availability was not limited to branches: according to the PAIF 2021, Mexico reported only 6.2 ATMs per 10,000 adult persons, compared to 10.2 in Brazil, 10.6 in Spain, and 12.7 in Peru.

Regarding POS terminals (TPV), 137 were counted per 10,000 adult persons in Mexico, compared to 155 in Argentina, 438 in Spain, and 675 in Brazil, reflecting a significant gap in the density of financial infrastructure.

2,750 New Branches of Banco del Bienestar

Against this backdrop, between 2022 and 2024, Banco del Bienestar undertook one of the largest expansions of public financial infrastructure in decades, putting 2,750 new branches into operation, which, added to the traditional branches that are currently active, allow for a network of 3,149 branches and 2,948 ATMs as of July 2025, with presence in 1,970 municipalities and 2,701 localities.

This network represents a coverage of 79.6% of the country's municipalities, with presence in more than 1,000 municipalities without commercial bank branches, including rural, indigenous, and Afro-Mexican localities, where financial services historically did not exist, contributing to Target 8.10 of SDG 8 "Decent Work and Economic Growth".

Additionally, the institution implemented a channel diversification strategy, incorporating ATMs, a mobile application, and the CAC. This infrastructure deployment with a territorial focus has consolidated Banco del Bienestar as the axis of social policy bancarization, being the main distributor of social program support, particularly considering that, according to the PAIF 2024, the availability of commercial banking infrastructure remained at 1.2 branches, 6.6 ATMs, and 135 POS terminals per 10,000 adult persons, levels very similar, and even lower, than those observed in 2021.

Thanks to the intervention of Banco del Bienestar, the beneficiary population has public banking infrastructure at their disposal that covers a wide territory of the country, which allows them to receive their support directly, safely, and without intermediaries, in addition to facilitating everyday financial operations without the need for long displacements.

Given the size of the beneficiary population and the strategic importance of the services provided by the institution, it is necessary to continue guaranteeing timely and quality service.

Limited access to financial products and services.

Access to formal financial products and services is fundamental to improving the quality of life of beneficiaries of social programs, especially when these are used safely, constantly, and for purposes such as saving.

To achieve this objective, it is necessary to have a financial offer adequate to the needs and context of the beneficiary population, backed by financial education strategies that promote their daily, informed, and responsible use.

According to the ENIF 2021, between 2015 and 2021, access to financial products in the population aged 18 to 70 remained stagnant at 68%.

In 2021, only 49% of this population had an account, 33% had access to formal credit, 21% had some insurance, and only 39% had a retirement savings account.

It is also notable that only 21% of the adult population maintained savings in formal instruments, while the rest resorted mainly to informal saving or did not save at all.

Starting in 2022, in compliance with the instruction of the Federal Executive to distribute social program support directly and without intermediaries, Banco del Bienestar led an unprecedented process of mass bancarization, focused on beneficiaries of social programs.

This process had as its axis the opening and granting of accounts and debit cards, enabled to operate as of the close of July 2025 a network of 3,149 branches, as well as ATMs and POS terminals.

As a result, the percentage of bancarization of beneficiaries of social program support attended to by Banco del Bienestar increased significantly, going from 22.2% in 2018, 45.11% in 2021, to 99.3% in 2024.

This coordinated effort between Banco del Bienestar and the departments responsible for social programs allowed for sustained growth in access to bank accounts.

According to the ENIF 2024, the percentage of beneficiaries of social programs with deposit accounts went from 76% in 2021 to 96% in 2024, positioning this group as having the highest financial inclusion in the country.

In the general population, access to financial products also showed progress, going from 68% in 2021 to 77% in 2024.

However, structural challenges persist, as shown by the data from the ENIF 2024, as only 28% of adults maintain savings in formal instruments, while 56% save informally and 36% do not save at all.

This low propensity for formal savings limits families' ability to face unexpected events and increases their economic vulnerability.

The current context presents a strategic opportunity to continue guaranteeing access to bank accounts for the receipt of support, as well as the sustained and significant use of financial products adapted to the needs of the beneficiary population.

To achieve this, the design, offer, and promotion of useful, accessible, and culturally pertinent products and services will be key, oriented to improve the economic stability of individuals and expand their development opportunities.

Scarce use of payment methods and digital channels.

The use of payment methods and digital channels improves attention and provides facilities for beneficiaries of social programs to access their resources.

Additionally, their adoption in small businesses strengthens community economies by promoting formalization and access to other services, which generates direct benefits for their families and surroundings.

However, the potential of payment methods and digital channels faces various barriers in Mexico, including low connectivity in rural and marginalized areas, limited ownership of smartphones, intergenerational digital gaps, and low levels of knowledge about the use of technological tools.

According to the ENIF 2021, 69% of the population had access to the internet and 73% had a cell phone, which drove 52% of adults with a bank account to use a mobile application for queries or transactions.

Likewise, the use of electronic payment methods is closely linked to the possession of instruments such as debit or credit cards, present in 46% and 11% of the adult population in 2021, respectively.

During the 2022-2024 period, Banco del Bienestar issued more than 36 million debit cards linked to bank accounts of beneficiaries of social programs, which are enabled to operate in branches, ATMs, and POS terminals, fundamental for reducing the use of cash and facilitating the progressive transition towards an electronic payments ecosystem.

The growth in card issuance represents an important advance; however, the challenge of fostering their use persists.

The ENIF 2024 reveals that only 67% of those who possess a debit card use it to make payments in a typical month; the remaining 33% do not use it at all.

Reasons for preferring cash include: habit (46%), only accept cash where they buy (15%), distrust in the card (13%), it allows them to control spending (12%), and other (14%).

Although progress has been observed in digital infrastructure, as internet access reached 75% of households and smartphone ownership 83%, for 2024 gaps persist among the beneficiary population of social programs: only 64% of this group has access to the internet and 59% has a cell phone, compared to 78% and 88%, respectively, in the non-beneficiary population.

These differences limit the full utilization of digital financial services and require targeted interventions for the target population of the institution.

The use of digital channels for financial services has gained ground.

According to the ENIF 2024, six out of every ten people with a bank account use mobile applications for queries or transactions.

However, gaps are observed by age group: while 87% of young people aged 18 to 29 use mobile applications, only 18% of people over 60 access them through this medium, evidencing the need for actions adapted to different levels of digital literacy and technological capabilities.

Regarding payment methods, cash remains predominant: 73% of purchases over 500 pesos are made in cash, compared to 19% with physical cards and 8% via transfers or mobile applications.

This preference also varies by age, gender, and geographic region.

To face these challenges, Banco del Bienestar will promote the use of its mobile application and the services of the CAC, complementing them with financial education strategies, especially for audiences with less technological experience.

Likewise, an opportunity opens to articulate efforts with the purpose of developing local digital payments ecosystems, particularly in areas where the beneficiary population of social policy is concentrated.

Finally, the construction of trust is an essential element to strengthen the use of financial services, especially in digital channels.

For this, it is necessary to promote financial education, guarantee close, empathetic, and efficient attention, and establish clear mechanisms for resolving doubts and concerns on the part of user individuals.

Weaknesses in financial education and little experience in the use of banking services.

To complement the well-being generated by social program support, it is necessary that the direct and timely delivery of resources be complemented with knowledge and skills that favor their administration in an informed, safe, and efficient manner.

In this sense, financial education is key, as it allows planning expenses, promoting saving, reducing risks, and making decisions that improve the economic stability of households, among others.

This need is especially relevant for those who,

through bank accounts to receive government support, for the first time, they access financial products and services through the Banco del Bienestar and face challenges related to the knowledge and proper use of these services.

Therefore, incorporating financial education as an integral part of the bank's operation is essential to ensure that support is fully utilized.

Since 2018, the ENIF has allowed measuring the Financial Literacy Index, composed of three dimensions: financial knowledge, behaviors, and attitudes. This indicator remained at 58 out of 100 points between 2018 and 2024, which evidences a relevant area of opportunity.

Additionally, significant gaps persist associated with education level: there is a difference of up to 19 points between people with higher education and those with primary education, which highlights the need to focus financial education actions on priority groups.

In this context, the Banco del Bienestar has incorporated financial education components into its institutional strategy, particularly during the deployment of its branch network. As part of this process, counter staff were trained with the objective of guiding especially beneficiaries of social programs in the basic use of their accounts and debit cards. This initiative has facilitated a first approach to formal financial services, especially in communities with limited banking infrastructure.

It is worth noting that the staff providing counter service comes from the localities themselves, which has contributed to generating closeness, trust, and empathy in service delivery.

The results of the ENIF 2024 underscore the need to deepen these efforts, as the population benefiting from social programs presents a Financial Knowledge Sub-index of 57.4 points, below the national average of 64.4 points. This difference reveals an important lag in the understanding of basic financial concepts, precisely in one of the segments with the highest degree of induced banking, which represents an opportunity for the Banco del Bienestar to design and implement financial education strategies adapted to the conditions and needs of historically excluded groups who are attended to through the various social programs dispersed by the institution.

These strategies must contemplate in-person training actions, digital self-learning tools, didactic materials in indigenous languages, and accompaniment schemes from branches and digital platforms. Likewise, they must consider accessible pedagogical approaches, appropriate to the educational level and technological skills of the users.

The consolidation of the Banco del Bienestar as social banking requires transitioning to a model in which financial education is a transversal axis of all its operations, from account opening, product design, counter service and digital channels, to the generation of strategic information and monitoring processes.

Limited financial inclusion of people in vulnerable situations.

The Banco del Bienestar, in accordance with its mandate as social banking and with the priority objectives established since its creation, has centered its operation on the distribution of support to the population benefiting from social programs, where vulnerable groups are attended to, such as women, older adults, persons with disabilities, youth, as well as rural, indigenous, and Afro-Mexican communities.

According to the results of the ENIF 2024, people benefiting from government support present the highest levels of financial inclusion regarding the possession of formal products, particularly deposit accounts. This advance is the result of the massive banking led by the Banco del Bienestar, which prioritized the direct delivery of monetary support in bank accounts with debit cards.

Although advances have been significant, important challenges persist in the effective and recurrent use of financial services, especially in rural areas and among populations in situations of greater vulnerability.

To address these gaps, the Banco del Bienestar implemented strategies oriented to reduce structural barriers, such as the expansion of the branch network in remote localities, the opening of accounts directed to the distribution of support, and a differentiated service model that considers the cultural, economic, and territorial characteristics of the target population.

In terms of holding at least one financial product, the ENIF 2024 reveals important advances in reducing inequalities:

79% of the population that self-identifies as Afro-descendant has at least one financial product, compared to 78% of those who do not identify as such.
People aged 60 and older have products in 86%, higher than the 76% of the group under 60 years old.
People with disabilities reach a possession rate of 82%, compared to 78% in the population without disabilities.

However, structural gaps persist, which must be addressed through differentiated policies:

By gender: 81% of men have at least one financial product, compared to 73% of women.
By geographic location: in urban areas, the possession of financial products reaches 82%, in contrast to 66% in rural areas.
By linguistic condition: only 62% of the indigenous language-speaking population possesses at least one financial product, compared to 73% among those who do not speak an indigenous language.

In this context, the Banco del Bienestar has a strategic opportunity to consolidate the direct and timely delivery of monetary support from social programs through banked means, ensuring that the most vulnerable population is financially included.

To this end, the implementation of targeted strategies will be promoted that respond to the characteristics, needs, financial habits, and cultural barriers of these groups. These strategies must consider not only access and possession of accounts, but also the development of savings and investment products and services adapted to their needs, accompanied by robust financial education programs that strengthen economic decision-making capabilities and foster the responsible and sustained use of financial services.

5.2. Sector of Attention of the Banco del Bienestar.

In the period 2025-2030, as a guiding criterion and in accordance with its institutional objective, the Banco del Bienestar will concentrate its efforts on attending to the population benefiting from social programs, considering them a priority group within the social policy of the Government of Mexico.

These programs transfer monetary support directly, which not only contributes to satisfying the immediate needs of those who receive them, but also activates local economies. This population is characterized by facing structural barriers to access the financial system, so the priority attention will focus on older adults, persons with disabilities, women, youth, indigenous population, Afro-Mexican communities, and inhabitants of rural or highly marginalized zones.

This focus is consistent with both the legal mandate of the Bank and the evidence available in national financial inclusion indicators.

According to the ENIF 2024, approximately 20% of the population reported receiving some type of government support, of which the identified beneficiary population:

58% are women;
69% are older adults;
44% reside in rural localities;
54% are concentrated in the Central-South, East, and South regions of the country (Campeche, Chiapas, Guerrero, Hidalgo, State of Mexico, Morelos, Oaxaca, Puebla, Quintana Roo, Tabasco, Tlaxcala, Veracruz, and Yucatán), coinciding with the zones of greatest social and economic lag.

During 2024, the Banco del Bienestar distributed support to 25.8 million beneficiary people from 14 social programs, and it is estimated that in 2025 this figure could exceed 31 million beneficiary people from 22 social programs, in accordance with the programmatic decisions of the Federal Government.

Additionally, the Banco del Bienestar has presence in 1,970 municipalities in the country, of which more than 1,000 do not have coverage from commercial banking, which reinforces its strategic character as a point of access to formal financial services in extensive regions of the national territory.

The attention of the population located in municipalities without the presence of financial infrastructure will continue to be a priority.

5.3. Long-term Vision.

By the year 2030, the Banco del Bienestar will have consolidated itself as the main social banking institution in the country, guaranteeing the direct and timely delivery of pensions, scholarships, and economic support derived from social programs.

Likewise, it will have promoted equitable and effective access to formal financial services, particularly for beneficiary populations and historically excluded communities.

Based on its territorial coverage, digital infrastructure, and social welfare-centered approach, it will have achieved that beneficiary populations of social programs have a bank account, basic financial capabilities, and access to relevant, secure, and culturally appropriate savings and investment products, used regularly and responsibly.

In alignment with the NDP 2025-2030, the Banco del Bienestar will have consolidated itself as a strategic actor to close regional, gender, and age gaps in financial inclusion.

Through the direct and timely distribution of monetary support, the promotion of savings and investment, as well as the implementation of financial education strategies, the economic resilience and financial autonomy of beneficiary households will have been strengthened, contributing to a better quality of life and the reduction of poverty.

In 2045, the Banco del Bienestar will be an international reference for public banking with a social focus, operating as a national platform for inclusive and sustainable financial development.

Its operation will be fully digitalized, with total coverage in rural areas, indigenous and Afro-Mexican communities, as well as in regions with socioeconomic lag.

It will offer financial products and services designed based on the needs of communities, with active participation of user persons.

The impact of the Banco del Bienestar will transcend the strictly financial, contributing to the strengthening of economic autonomy, social equity, and territorial justice, consolidating itself as an institutional pillar of the Mexican State to build a fairer, more inclusive, and solidary country.

Institutional Mission and Vision

Mission:

To create an ethical and social banking to make effective the right to access development, economic, social, and financial inclusion, as well as to guarantee access to constitutional support, pensions, and scholarships.

Vision:

To be the social banking institution of the Mexican State that promotes universal access to financial services, for the inclusion, development, and full exercise of human rights of the entire population, with the greatest territorial closeness in the regions of the country.

Objective

With the purpose of complying with the mandate that gave rise to the Banco del Bienestar, of ensuring the direct distribution of support through banked means and thereby guaranteeing access to financial services for the population benefiting from social programs, the institution has strengthened its territorial presence through the expansion of its branch network, prioritizing its installation in localities historically excluded by commercial banking.

This strategy has allowed eliminating intermediaries and reducing the use of cash in the delivery of pensions, scholarships, and economic support.

In this context, and recognizing that the possession of a bank account constitutes the entry point to the formal financial system, the Banco del Bienestar assumes the commitment to consolidate the distribution of support through banked means as a vehicle for the financial inclusion of the most vulnerable population.

To this end, it is indispensable to complement the distribution of support with financial education actions, as well as with the design, offer, and promotion of savings and investment products, adequate to the conditions and needs of the people benefiting from social programs.

Only thus will it be possible to strengthen their economic capabilities, foster financial resilience, and contribute to the construction of their assets.

Based on this vision, the following objective is established for the Institutional Program:

Objective of the Institutional Program of the Banco del Bienestar 2025-2030

Consolidate the direct and timely delivery of pensions, scholarships, and economic support from social programs, through the distribution of resources via banked means, promoting financial education and the progressive use of savings and investment products, which strengthen the financial inclusion of the Mexican population, particularly of the people benefiting from the welfare programs.

7.1. Relevance of the Objective

" Consolidate the direct and timely delivery of pensions, scholarships, and economic support from social programs, through the distribution of resources via banked means, promoting financial education and the progressive use of savings and investment products, which strengthen the financial inclusion of the Mexican population, particularly of the people benefiting from the welfare programs " .

This objective aligns with the efforts of the Government of Mexico to strengthen the social protection network to guarantee social and economic inclusion, mainly of historically excluded sectors.

Through the distribution of pensions, scholarships, and economic support via banked means, operational efficiency in the distribution of public resources is promoted and the progressive and safe incorporation of millions of people into the formal financial system is facilitated.

With this, it contributes to directly addressing structural causes of financial exclusion, such as the low presence of banking in rural or marginalized zones, low financial literacy, and inequalities that have historically affected women, persons with disabilities, youth, older adults, as well as indigenous, rural, and Afro-Mexican communities.

Therefore, the institutional objective allows concentrating efforts on historically excluded sectors; leveraging existing institutional infrastructure and favoring an integral intervention that articulates social policy with financial instruments that positively impact the welfare of the population.

The fulfillment of this objective will allow reducing access gaps to banking services through secure and accessible channels, fostering savings and the responsible use of financial services, strengthening the economic resilience of beneficiary persons, and greater financial autonomy through financial education.

In this way, the Banco del Bienestar consolidates itself as a strategic tool to advance towards financial justice in Mexico, by ensuring that the benefits of social policy are not limited to the delivery of monetary support, but represent the entry point to financial inclusion and the effective exercise of rights.

This will contribute to the integral development of the most vulnerable households, contributing to the commitment to build the Second Floor of the Transformation.

7.2. Linkage of the Objective to the National Program for Development Financing 2025-2030 and to the National Development Plan 2025-2030.

Through the objective outlined in the Institutional Program, the Banco del Bienestar contributes directly to the priorities of the NDP 2025-2030, in particular, it strengthens Axis 2: Development with welfare and humanism, by impacting Objective 2.1 which seeks to consolidate a broad and inclusive social protection network, with special attention to populations in vulnerable situations.

In this framework, the Banco del Bienestar materializes Strategy 2.1.5, by ensuring the direct and intermediary-free delivery of monetary support through banked means, and promotes Strategy 2.1.6 by expanding its portfolio of products and services to attend to the needs of the beneficiary population, fostering savings and investment, addressing one of the problems identified in the diagnosis of the NDP 2025-2030 relative to little access to financial products and services.

Likewise, in alignment with the PRONAFIDE 2025-2030, the Banco del Bienestar contributes to Objective 6, oriented to building a more inclusive, resilient, and sustainable financial system, through Strategy 6.5 by combining the distribution of support, financial education, and basic banking services to reduce structural gaps and bring the financial system closer to historically excluded regions.

With this, the Banco del Bienestar not only facilitates banking, but acts as a strategic instrument of the State to guarantee rights and promote the economic welfare of millions of Mexicans.

Likewise, the Banco del Bienestar contributes to the materialization of commitments and actions linked to the Transversal Axes "Substantive Equality and Women's Rights" and "Rights of Indigenous and Afro-Mexican Peoples and Communities", particularly by making the direct delivery of pensions, scholarships, and economic support that the coordinating Dependencies of the programs specifically design for the reach of the objectives in this matter.

7.3 Contribution to the Second Floor of the Transformation and to Mexican Humanism.

During the Administration 2024-2030, the Second Floor of the Transformation will be built as a stage of continuity, strengthening and

This new phase has as its core a more just, efficient, and inclusive social State, where fundamental rights, including well-being, are guaranteed as indispensable conditions for a life with dignity.

In this framework, the attention of the beneficiary population of monetary support programs and their financial inclusion through the Banco del Bienestar are strategic in the fight against structural inequalities that perpetuate poverty, by enabling equitable access to economic opportunities, promoting individual and collective well-being, and fostering a fairer and more inclusive economy for all.

Mexican Humanism, as the philosophical and ethical basis of the Government of the Republic, places people at the center of public policies, recognizing their dignity and their right to development with well-being.

Under this vision, the objectives, strategies, and lines of action driven by the Banco del Bienestar will contribute to consolidating a State that effectively guarantees the exercise of constitutional rights, such as access to pensions, scholarships, and support, as well as to pertinent, safe, and accessible financial services, particularly for those who have historically been excluded from the financial system.

The above is framed within the Nation Project headed by Dr. Claudia Sheinbaum Pardo and directly addresses Commitment 23, oriented toward strengthening the Banco del Bienestar as a strategic institution of the Mexican State.

Likewise, the operation of the Banco del Bienestar contributes substantially to the fulfillment of Commitments 19, 20, and 21, grouped under the "Fraternal Republic," by ensuring the direct and intermediary-free delivery of pensions, scholarships, and economic support from the Well-being Programs, through banked mechanisms that strengthen social justice, territorial equity, and the financial inclusion of the most vulnerable population.

This approach promotes the economic empowerment of millions of people, by providing them with tools to build a patrimony, make informed financial decisions, plan their future, and develop resilience against contingencies, with the backing of the Federal Government, through the Banco del Bienestar.

Strategies and Lines of Action

The Institutional Program of the Banco del Bienestar 2025-2030 contemplates the following strategies, based on four guiding axes:

Dispersal of Federal Government social programs; Promotion of Savings; Financial Inclusion; and Financial Education.

Below, the strategies and lines of action that will guide institutional action during the 2025-2030 period are detailed.

Objective.
Consolidate the direct and timely delivery of pensions, scholarships, and economic support from social programs, through the dispersal of resources via banked means, promoting financial education and the progressive use of savings and investment products, which strengthen the financial inclusion of the Mexican population, particularly the beneficiaries of the well-being programs.

Strategy 1.
Strengthen the support dispersal system of the Banco del Bienestar, consolidating its function as the entry point to the financial system, ensuring access to formal banking products and promoting their progressive, safe, and recurrent use among the beneficiary population.

Lines of Action

1.1. Increase the number of social programs from different levels of government to which the service of dispersing monetary support via banked means is provided, to incorporate beneficiary persons into the financial system.

1.2. Drive focused attention protocols on the needs and characteristics of the most vulnerable population, which allow providing guidance and quality service to beneficiaries of social programs.

1.3. Improve the service to increase the satisfaction of beneficiaries of social programs regarding the dispersal of support.

1.4. Modernize the Bank's information systems, to contribute to consolidating the dispersal and timely and expeditious attention of beneficiaries of social program support.

Strategy 2.
Design and drive financial products and services with a social focus, which respond to the savings and investment needs of the beneficiary population and their communities, favoring their economic autonomy.

Lines of Action

2.1. Promote and facilitate savings and investment among beneficiaries of social programs and the priority population of the Banco del Bienestar, to improve their financial capacity.

2.2. Identify the needs, behavior patterns, and financial preferences of the beneficiary population to design and offer financial products and services that generate well-being for them.

2.3. Drive the linkage of the support dispersal service to savings and investment products, among others, to foster the stepped and progressive use of the institutional portfolio by beneficiaries of social programs.

2.4. Provide timely guidance to the beneficiary population of social programs and vulnerable groups, in order to foster informed use regarding the available savings and investment products at the Banco del Bienestar.

Strategy 3.
Consolidate financial inclusion, through the banking of beneficiaries of social support and vulnerable population, to guarantee effective and safe access to formal financial products and services.

Lines of Action

3.1. Increase the number of beneficiaries of social programs attended via banked means to contribute to the well-being policy of society.

3.2. Provide banking products and services to the population excluded by commercial banking, to promote their financial inclusion.

3.3. Foster the use of Banco del Bienestar bank cards as an electronic payment method among the beneficiary population of social programs to decrease the use of cash in the withdrawal of support.

3.4. Foster the use of the mobile application and the Telephone Banking Customer Service Center as means to perform queries and basic banking operations.

3.5. Strengthen and maintain the network of branches and ATMs operational, ensuring the availability of cash, efficient, and quality attention.

Strategy 4.
Foster financial education, with an inclusive focus, providing tools that favor the use of financial services and allow taking advantage of the potential of different access channels.

4.1. Develop and implement financial education strategies, focused on the diverse contexts of the beneficiary population of social programs.

4.2. Incorporate financial guidance actions for beneficiaries of social programs and their companions that occur at the branches of the Banco del Bienestar during support delivery operations.
