INSTRUCTION NO. 12/2020,
Of July 6
SUBJECT: FINANCIAL SYSTEM

• Price List

Given the need to define the tables comprising the Price List to be published by financial institutions, as well as their respective filling instructions and submission deadlines to the Bank of Angola, in accordance with Guidance Note No. 15/2020, of June 22, regarding the Price List of Financial Services and Products and Its Disclosure; In these terms, under the combined provisions of paragraph f) of number 1 of Article 21.º of Law No. 16/10, of July 15, the Bank of Angola Law, and of number 3 of Article 73.º of Law No. 12/15, of June 17, the Framework Law for Financial Institutions. DETERMINE:

1. Object
   This Instruction establishes the composition, structure and content of the Price List, as well as the terms that institutions must observe when disclosing to the public and reporting to the Bank of Angola.

2. Composition of the Price List
   2.1 The Price List consists of 2 (two) documents, annexed to this Instruction, which form an integral part thereof:
   2.2 Price List I “Particular Clients” (Annex I). The products and services are presented in the following groupings:

2.2.1 Minimum Banking Services: services exempt from any charges in accordance with Guidance Note No. 03/2018, of March 2;
2.2.2 Common Banking Services: set of products and services most commercialized and used by the general public;
2.2.3 Other Banking Services: products and services that do not fall into the above-described groupings.
2.3 Price List II “Other Clients” (Annex II). The products and services are presented in a single grouping (Banking Services), segmented by type of products and services.

3. Filling Instructions
   3.1 The filling instructions for Price List I “Particular Clients” and Price List II “Other Clients” are contained in Annex III to this Instruction, which forms an integral part thereof, and must be fully observed by financial institutions supervised by the Bank of Angola, with headquarters or branches in national territory.
   3.2 All pages of the Price List must include numbering, the legal name of the financial institution, logo, and the effective date of the information contained therein.
   3.3 The Price List must correspond to a single file with the composite name IF_PRE_Cliente YY_AAAAMMDD, where “IF” is the acronym of the sending Institution, “PRE” is the abbreviation for Price List, “Cliente YY” indicates the client type (“Particular Clients” and “Other Clients”) and “AAAAMMDD” is the intended effective date (“AAAA” corresponds to a four-digit year, “MM” to a two-digit month and “DD” to a two-digit day), observing the following:
   a) The first submission of the Price List to the Bank of Angola must be made on the effective date of Guidance Note No. 15/2020, of June 22, regarding the Price List of Financial Services and Products and Its Disclosure.

CONTINUAÇÃO DO INSTRUTIVO N.º 12/2020 Page 3 of 73 b) For financial institutions that commence their activity after the effective date of Guidance Note No. 15/2020, of June 22, regarding the Price List of Financial Services and Products and Its Disclosure, the Price List must be sent to the Bank of Angola with a minimum advance of 5 (five) business days relative to the intended effective date. c) The Price List (Price List I “Particular Clients” and Price List II “Other Clients”) must be reported quarterly to the Bank of Angola until the 5th business day of the quarter preceding its application. The submitted Price List must indicate the rates, commissions and expenses to be applied in the period following the reporting date, clearly listing any introduced changes (if applicable) compared to the last report and indicating the sections and subsections subject to changes. d) Whenever financial institutions make changes to the Price List content, they must send them to the Bank of Angola with a minimum advance of 5 (five) business days relative to the effective date, indicating all introduced changes. e) The provisions of the preceding paragraph do not apply to daily changes in the exchange rate and interest margin in force at Financial Institutions. f) The Price List must be reported to the Financial Conduct Department of the Bank of Angola, accompanied by a communication, to the email address dcf_ric@bna.ao, with the Subject “[IF | PRE_Cliente YY - AAAAMMDD]”. g) The communication referred to in the preceding paragraph, and whenever applicable, must expressly identify the sections and subsections subject to change, with the changed rates, commissions, expenses and other conditions clearly identified. To this end, it must contain a table with the following field order: Price List Designation (“Particular Clients”; “Other Clients”); Section; Subsection; Designation of the changed or added commission/rate/expense; Value of the changed or added commission/rate/expense; Designation of the previously in force commission/rate/expense (if applicable); Value of the previously in force commission/rate/expense (if applicable); Effective date. h) The Bank of Angola is responsible for ensuring that the disclosure of Price List changes observes the provisions of number 5 of Article 12.º of Guidance Note No. 15/2020, of June 22, regarding the Price List of Financial Services and its Disclosure.

4. Publication of the Price List
   The Bank of Angola will publish the Price Lists practiced by financial institutions on its institutional website, unless otherwise communicated to financial institutions whenever the Price List is incomplete, contains incorrect information or is presented outside the format established by the Bank of Angola.

5. Non-Compliance
   Non-compliance with the provisions of this Instruction is punishable in accordance with the Framework Law for Financial Institutions.

6. Doubts and Omissions
   Doubts and omissions resulting from the interpretation and application of this Instruction are resolved by the Bank of Angola.

7. Revocation
   Instruction No. 04/2014, of May 15, and any other regulation contrary to the provisions of this Instruction are hereby revoked.

8. Entry into Force
This Instruction enters into force 90 (ninety) days after its publication.
