INFORMATION NOTE
Decree No. 10,139 of November 28, 2019, determines the review and consolidation of the normative corpus of the organs and entities of the direct, autarchic, and foundational federal public administration, encompassing the normative acts issued within the scope of their respective competencies. This measure aims to review, update, simplify, and consolidate normative acts, in order to rationalize the regulatory stock.
Among the actions listed in the aforementioned Decree, the express revocation of norms that no longer have efficacy stands out, whether because they have already been tacitly repealed by subsequent norms or whose effects have already expired, having therefore exhausted their effects.
In this context, based on the provisions of Article 8, items I, II, and III, of Decree No. 10,139 of 2019, I propose the express revocation of Circular Letters of the Central Bank of Brazil that have already been tacitly repealed or whose effects have expired over time.
Finally, it is worth highlighting the exemption from carrying out a regulatory impact analysis (AIR) for this proposal, as provided for in Article 4, item IV, of Decree No. 10,411 of June 30, 2020.
