Instruction Normative BCB No. 443, of December 20, 2023, which publishes rules and calendar for control points of the process of changing the security profile of Open Finance.
The
Heads of the Department of Supervision of Cooperatives and Non-Banking Institutions (Desuc) and the Department of Banking Supervision (Desup), in the exercise of the authority conferred upon them by art. 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on articles 46, item II, and 51, items IX and XI, both of Joint Resolution No. 1, of May 4, 2020.
R E S O L V E D:
Art. 1º Instruction Normative BCB No. 443, of December 20, 2023, shall enter into force with the following alterations:

NOTE
This Instruction Normative BCB (IN BCB) aims to modify rules of the process of changing the security profile of *Open Finance*, as provided for in articles 46, item II, and 51, items IX and XI, both of Joint Resolution No. 1,
of May 4, 2020.
In compliance with the provisions of art. 5º of Law No. 13.874, of September 20, 2019, Decree No.
10.411, of June 30, 2020, determines that proposals for normative acts of general interest to economic agents formulated by bodies and entities of the direct, autarchic and foundation federal public administration, as well as by collegiate bodies, through the body or entity responsible for providing them with administrative support, must be preceded by a Regulatory Impact Analysis (AIR).
However, it is worth highlighting that this proposal does not cause significant impacts for the set and institutions participating in *Open Finance* as it involves an increase in the time made available for handling tickets associated with the established process. In this sense, according to art. 4, item III, of the aforementioned Decree, the normative act now proposed is exempt from the preparation of an AIR as it is considered low impact.
Finally, given that tickets may be generated under the aegis of IN BCB No. 443, of December 20, 2023, starting from 25/03/2024, it is understood necessary that this instruction normative enters into force on the date of its publication, being framed in the hypothesis of justified urgency, which is the subject of the sole paragraph of art. 4º of Decree No. 10.139, of November 28, 2019.
