The Central Bank of Egypt mandates that all banks operating in Egypt, excluding foreign branches under its supervision, maintain a minimum leverage ratio of 3% based on Tier 1 capital and total exposure. The regulation establishes a transitional period from late September 2015 to 2017 for the ratio to serve as a reference, after which it becomes a binding supervisory requirement effective from 2018. Banks are required to calculate the ratio using specific components for Tier 1 capital and total assets, including on-balance sheet items, derivatives, securities financing transactions, and off-balance sheet exposures, while disclosing the ratio and its components in their published financial statements.
