Regarding the launch date of the Direct Debit System service

Based on the provisions of Decree-Law No. (9) of 2010 concerning Banks, particularly Articles (13, 72) thereof, And the provisions of Decree-Law No. (41) of 2022 concerning National Payments, particularly Articles (7, 18) thereof, And based on what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (299) on 6 / 10 / 2026, And based on the powers vested in us, And in order to achieve the public interest, We have issued the following instructions:

Article (1)
Definitions
The words and phrases contained in these instructions shall have the meanings assigned to them below, unless the context indicates otherwise:
System: The Direct Debit System managed and operated by the Palestine Monetary Authority.

Article (2)
Objective and Scope of Application

1. The provisions of these instructions aim to determine the launch date of the Direct Debit System service.
2. The provisions of these instructions apply to all banks licensed by the Palestine Monetary Authority to engage in banking business.

Article (3)
Membership
Membership in the System is mandatory for all banks licensed to operate in Palestine.

Article (4)
Launch Date of the Direct Debit System Service

1. The bank must adhere to the implementation of the key milestones in the plan submitted by it, and there should be no deviation that would affect the launch of the System's services on the specified date.
2. The bank must start providing the Direct Debit service to its customers through the System as of Thursday, 14/01/2027.

Article (5)
Penalties
Anyone who violates the provisions of these instructions shall be punished according to the provisions of Article (17) of Decree-Law No. (41) of 2022 concerning National Payments.

Article (6)
Repeal of Contradictory Provisions
Anything that contradicts the provisions of these instructions shall be repealed.

Article (7)
Implementation and Enforcement
All competent authorities, each within its jurisdiction, must implement the provisions of these instructions, which shall apply from their date of issuance.
