The Palestine Monetary Authority issued Instructions No. 3-2025 requiring all members of the National Key System 194 to cease collecting or recording point-of-sale transaction fees for electronic payments denominated in Israeli Shekels of 100 shekels or less, effective from issuance until December 31, 2025. The directive mandates compliance across all relevant authorities and explicitly supersedes conflicting fee provisions in the 2022 Membership Instructions. It establishes a temporary fee waiver to enhance payment accessibility and align national system operations with current monetary policy objectives.
