1 Directed to Financial Institutions

We attach herewith Basic Decision No. 5803 dated 1995/02/16 concerning interest rates and loan volume between banks and financial institutions.

1 - This circular was initially directed to financial institutions following the issuance of Interim Decision No. 8397 dated 2003/06/04 (Interim Circular No. 32), then financial institutions were exempted from its provisions following Interim Decision No. 9285 dated 2006/03/09 (Interim Circular No. 107), and was subsequently redirected to financial institutions pursuant to Interim Decision No. 13655 dated 2024/08/14 (Interim Circular No. 704). 2 - The title of this decision was last amended pursuant to Article One of Interim Decision No. 13655 dated 2024/08/14 (Interim Circular No. 704). Basic Decision No. 5803
1 Interest Rates and Loan Volume Between Banks and Financial Institutions

The Governor of Banque du Liban, pursuant to the Monetary and Credit Law, particularly Article 146 thereof, and based on the decision taken by the Central Council in its meeting held on 1995/02/15.

Decrees as follows:

Article One
1 - Banks are required to provide the Economics Department at Banque du Liban monthly with Form (A-1-INT) attached to this decision, concerning interest rates on the Lebanese Lira and the US Dollar. 2 - Banks are required to provide the Banks Directorate at Banque du Liban monthly with Form (2-INT) attached to this decision, concerning interest rates on the Lebanese Lira and foreign currencies. 3 - Banks and financial institutions operating in Lebanon are required to provide the Economics Department at Banque du Liban daily with Form (3-INT) attached to this decision, concerning loan volume between:

• Banks.
• Banks and financial institutions.
• Financial institutions.

1 - The title of this decision was last amended pursuant to Article One of Interim Decision No. 13655 dated 2024/08/14 (Interim Circular No. 704). 2 - This article was amended pursuant to Article Two of Interim Decision No. 8397 dated 2003/06/04 (Interim Circular No. 32). 3 - The last amendment to this item was introduced pursuant to Article Two of Interim Decision No. 12001 dated 2015/05/22 (Interim Circular No. 389); applicable as of 2015/12/31. 4 - The name of this department was amended to "Economics Department" instead of "Statistics and Economic Research Directorate" pursuant to Decision No. 13779 dated 2025/11/28. 5 - The last amendment to this item was introduced pursuant to Article Three of Interim Decision No. 9285 dated 2006/03/09 (Interim Circular No. 107); effective as of 2006/05/02. 6 - This item was added pursuant to Interim Decision No. 9285 dated 2006/03/09 (Interim Circular No. 107), and subsequently amended pursuant to Article Two of Interim Decision No. 13655 dated 2024/08/14 (Interim Circular No. 704).

Article Two
-1: The data mentioned in items (1) and (2) of Article One above shall be submitted periodically within ten days following the end of the declared month. -2: Form (3-INT) mentioned above shall be submitted daily before 4:00 PM on the declared day. -3: The data mentioned in Article One above shall be submitted electronically via the Electronic Statistical Reports Transmission Project (eSTR) as of 2006/05/02. -4: All banks, prior to 2006/03/16, shall provide the Secretariat of the Information Technology Department at Banque du Liban with the names of designated administrators and users authorized to access the Electronic Statistical Reports Transmission Project (eSTR), and any subsequent amendments to these names, according to Forms No. 1 and 2 attached. -5: The Banks Supervision Committee shall verify the accuracy of information contained in the data referred to in Article One of this decision. -6: Any party violating the provisions of this decision is subject to administrative penalties and late fees stipulated in applicable laws and regulations.

Article Three: All provisions conflicting with this decision are repealed, particularly Circular for Banks No. 333 dated 1982/04/06.
Article Four: This decision shall be published in the Official Gazette.
Article Five: This decision takes effect upon its issuance.

Note - 1: Borrowings are declared as they stand at the end of the declared month, according to the loan duration specified in the base contract and not the remaining period. For current account loans, they fall under loans for one year or less.

Note - 2: The declared borrowings fall under the following Form 2010 items:
11200 - Secured bonds
11300 - Short-term customer credits
11400 - Medium and long-term customer loans

Note - 3: The following accounts are excluded:

• Credit balances against debit accounts
• Borrowings granted against cash guarantees
• Borrowings granted to partners
• Borrowings granted to employees
• Loans benefiting from interest subsidies
• Loans whose rates are linked to treasury bond interest rates.

Interest rates on LBP and USD borrowings with the non-financial sector (INT-1A) Item 01100 / Item 02100 Note - 1: Since the A-1INT data track interest rate trends, rates in the tables are calculated based on new or renewed accounts, or those allowing contractually stipulated rate changes even if not actually renewed. Note - 2: Interest must be stated excluding subsidy interest for subsidized loans referred to in Basic Decision No. 7743 dated 2001/01/02, including housing and other loans benefiting from mandatory reserve facilities, calculated on a pre-subsidy basis. Note - 3: The following accounts are excluded:

• Credit balances against debit accounts
• Accidental credit balances
• Borrowings granted against cash guarantees
• Borrowings granted to partners
• Borrowings granted to employees
  Note - 4: Corporate loans interest is calculated per loan type within corporate borrowings based on the weighted average rate of new or renewed accounts. The total value (balance) is stated as of the end of the declared month, not only for new/renewed borrowings, excluding accounts in Note 3. Retail loans interest is calculated per loan type within retail borrowings based on the weighted average rate of new or renewed accounts. Overdraft interest is calculated per loan type within current account borrowings based on the weighted average rate of new or renewed accounts. • Partners' and Board members' deposits
• Employees' deposits
• Cash deposits against borrowings
  Note - 3: Checking and current accounts interest is calculated based on the unweighted average rate as per Note 1, based on new or renewed accounts allowing contractual rate changes. The value of all checking and current accounts is stated as of the end of the declared month, not only for new/renewed accounts, excluding accounts in Note 2. Demand savings deposits interest is calculated based on the unweighted average rate as per Note 1, based on new or renewed accounts allowing contractual rate changes. The value of all demand savings deposits is stated as of the end of the declared month, not only for new/renewed accounts, excluding accounts in Note 2. Time deposits interest is calculated per category (month, 3, 6, year and above) for each tier based on the unweighted average rate of the tier as per Note 1, based on new or renewed accounts allowing contractual rate changes. The value of all tiers within each category is stated as of the end of the declared month, not only for new/renewed accounts, excluding accounts in Note 2.
