Law Decree No. 4 of 2026 on Reducing Cash Usage
The President of the State of Palestine issued Law Decree No. 4 of 2026 to reduce cash usage and enhance non-cash payment methods in Palestine. The decree establishes a cash ceiling of 30,000 NIS per transaction, prohibits cash payments exceeding this limit, and mandates non-cash transactions for government entities and commercial enterprises. It grants the Palestinian Monetary Authority enforcement powers, including imposing fines of 5% to 15% of the transaction value for violations and overseeing a six-month compliance period.
