Liberalisation of Foreign Portfolio Investment under Schedule III of the Foreign Exchange Management (Non-debt Instruments) Rules, 2019

The document amends the Foreign Exchange Management (Non-debt Instruments) Rules, 2019 to permit all individual persons resident outside India to invest in equity instruments of listed Indian companies on recognized stock exchanges, a category previously restricted to Non-Resident Indians and Overseas Citizens of India. Authorised Dealer Category-I banks are directed to open repatriable INR accounts for these investors and monitor investment limits in the same manner as for NRIs and OCIs. Any reclassification of investments from Foreign Portfolio Investment to Foreign Direct Investment upon breach of limits must follow the framework prescribed in A.P. (DIR Series) Circular No. 19 dated November 11, 2024. These directions come into force with immediate effect.
